The regional council is preparing to decide on the future of A Better Tent City (ABTC) after the board indicated it would no longer manage operations.

In May, the volunteer organization running the operations stated that it could “no longer continue” due to losing key members, noting that the location on Ardelt Avenue in Kitchener has “significant health and safety challenges.”

If approved by the council, the Region of Waterloo along with The Working Centre, a local non-profit, will take over management of the site and guide it through this transitional phase.

There are currently forty-two tiny homes at the site, many needing major repairs or even replacement, according to regional staff. They report that up to 80 individuals may be present at ABTC at any time, including both residents and visitors.

A staff report indicates that operating this site will cost $5.76 million each year and will need a one-time funding boost of $2.5 million for capital expenses.

“A key immediate capital need is the ABTC cabins, which have been identified as needing significant capital repairs and/or replacement. During this time, temporary relocation of individuals may be necessary,” states a report from staff going before council on Wednesday.

The Working Centre assures that efforts will be made so that residents can stay on-site during repairs and replacements without being displaced.

The region would also have to recruit three additional staff members for support during this transition period; this includes one support worker and two program analysts. ABTC serves as a temporary solution for those experiencing homelessness while they look for permanent housing options.

“At the participant-level, supports, services, and expectations will focus on helping individuals identify and secure permanent housing with partner agencies and build housing stability skills and strengths,” adds the report.

Taking over responsibilities at ABTC would significantly increase available emergency shelter spaces in the region by 12 percent from just over 400 to more than 450.

A shortage of shelter spaces in Waterloo Region played a crucial role in why Ontario Superior Court ruled against attempts to clear an encampment at 100 Victoria St. in Kitchener for violating Charter Rights of its residents.

The region is currently appealing that decision.

Council will review the transition plan for ABTC along with its associated costs at a meeting scheduled for Wednesday.
