Ontario’s police oversight agency has charged a constable from London with assault causing bodily harm related to an event in March that resulted in a man suffering serious injuries.
The Special Investigations Unit announced the charge against Const. Stephen Farrand on Wednesday, stating that the incident took place on March 18, 2026, at Victoria Hospital.
The agency reports that the man was taken to the hospital after being arrested and detained under the Mental Health Act.
“At the hospital, there was an interaction with an officer that resulted in the man suffering serious injuries,” the SIU said. No further detail is provided.
Farrand is scheduled to appear before the Ontario Court of Justice in London on Sept. 22, according to the agency.
“As the matter is before the courts, and in consideration of the fair trial interests of the accused, the SIU will not provide further comment on the investigation.”
In a statement issued after publication, a spokesperson for London police mentioned that Farrand has served with their department for nine years and remains on active duty while awaiting court outcomes.
“As the matter is before the court, we cannot comment further,” said Const. Gavin Dell.
“At the conclusion of the criminal court process, the London Police Service will conduct an investigation in accordance with Section 81 of the Community Safety and Policing Act.”
This marks only the second time in two years that a London police officer, whether currently serving or retired, has faced criminal charges from the SIU.
In February 2025, it was announced by this agency that former officer Edward Lane had been charged with two counts of sexual assault related to allegations from both the 1980s and early 1990s.
This case remains ongoing in court.
