Webuild is enhancing its foothold in Canada by securing a £2.2bn (CAD$4.32bn) contract to construct the Pape Tunnel and Underground Stations (PTUS) segment of Toronto’s Ontario Line.

After completing the development and advanced design phase awarded in 2024, the PTUS package will enter the execution phase, with construction starting on an underground section that links several key transport hubs in the city and aims to cut down travel times across the metropolitan area. Webuild leads a joint venture with FCC, holding a 50% stake, which was granted the contract by Metrolinx and Infrastructure Ontario.

The PTUS package represents one of the most technically demanding parts of the entire Ontario Line project. Webuild has also been awarded the RSSOM contract for supplying trains and technological systems for this new subway line.

This package involves digging two twin tunnels, each about 3km long, building two underground stations, and creating a connection to the Toronto Transit Commission’s Line 2 subway, which is crucial for integrating this new line with the current network.

Executing the PTUS package will involve significant excavation and construction activities in one of Canada’s most intricate urban settings, filled with existing infrastructure networks, underground utilities, and surface traffic. This situation requires top-notch design and construction coordination to ensure that city operations remain smooth throughout all work phases.

The PTUS package is being developed under a Progressive Design-Build (PDB) model-a contractual approach fostering structured collaboration among clients, designers, and contractors from early stages. This method allows better management of complex projects by progressively honing design solutions, costs, and construction methods while providing more certainty during project delivery.
