An Ontario man has admitted guilt in Alberta to two counts of employing foreign nationals without authorization and has been fined $70,000 in connection with a case involving the hospitality sector in Banff National Park.

A combined investigation by the Canada Border Services Agency and RCMP began in June 2022 after receiving tips from the Ontario Provincial Police and authorities in Barrie, Ont., regarding suspected illegal immigration activities.

Authorities say that investigators discovered a group of foreign nationals had traveled from Ontario to Alberta to work illegally in Banff, which was organized by an employment agency named One Team.

Investigators also uncovered an additional 90 foreign nationals from Mexico working illegally across four resort hotels in the Banff and Jasper region.

Kevin Kielty entered a guilty plea last month and is now facing two years of probation along with 50 hours of community service.

Police state this is his second conviction for employment-related offences under the Immigration and Refugee Protection Act.

In November 2023, he pleaded guilty to four counts of employment-related offences in Ontario following an investigation by the Canada Border Services Agency. He received an 18-month house arrest sentence with various conditions.

This report by The Canadian Press was first April 13, 2026.
