Mississauga is set to pre-zone land to speed up the process of building housing and businesses near transit options. Most new developments will focus on key transit routes like the Hazel Mc Callion Line and the Transitway.
To facilitate this growth, the Planning and Development Committee has approved a plan to pre-zone lands in several major transit station areas in Mississauga. This initiative could eventually support about 227,000 residents and create around 47,000 jobs.
“We know people want to live in communities that are connected, convenient and close to transit,” said Andrew Whittemore, Commissioner, Planning and Building. “By pre-zoning lands in major transit station areas, we are creating clear, predictable rules that remove barriers, speed up approvals and make it easier to build complete communities.”
“This approach will help us deliver more housing, support new jobs and ensure growth is thoughtfully planned along our transit corridors.”
Pre-zoning establishes clear guidelines for what can be constructed in each area, including building heights and density. It guides development towards creating more livable communities that align with the City’s growth plans. Additionally, it streamlines development processes by:

The amendments are in line with Mississauga’s Official Plan 2051, which was recently approved by the province after extensive public consultation. They also support recommendations from the Mayor’s Housing Task Force, such as simplifying zoning rules and allowing greater flexibility regarding building height and density near transit.
What are major transit station areas?
In Mississauga, major transit station areas (MTSAs) refer to land within a 500-800 metre radius (around a 10-minute walk) from a transit station or stop. There are over 50 MTSAs throughout the city where higher-density mixed-use developments are encouraged.
This project will involve pre-zoning 35 MTSAs identified as prime locations for residential growth. The city’s online MTSA dashboard offers maps and additional details for each MTSA.
An implementing zoning by-law will be presented at a future City Council meeting for approval.
