Moroun Family Ventures into Canada with Concrete Business

The wealthy Moroun family from Michigan is set to extend its controversial concrete business into Canada, according to recent records.

The Morouns, who are the owners of the Ambassador Bridge and various other businesses, have expanded their Hercules Concrete operation throughout the Detroit area in recent years, with each site named after figures from Greek mythology.

However, several locations have faced significant backlash for reportedly contributing to community decline and health problems, as well as ignoring local regulations among other issues.

Now, a concrete company linked to the Morouns has emerged in Windsor, Ontario, at the southern end of the Sandwich neighborhood – an area where they’ve had ongoing disputes with the city over abandoned homes and where residents are already worried about air quality.

At the foot of the competing Gordie Howe bridge, a sign on a fence announces that CTC Concrete is “coming soon.”

Behind it are rows of concrete trucks adorned with Canadian flags on their mixers. The logo on this sign features a muscular figure similar to that used by Hercules Concrete in Michigan.

There’s not much information available about CTC Concrete online apart from two environmental permits granted by the province last year.

But addresses found in those documents link this new business back to the Moroun interests. One address listed is 707 Patricia Road in Windsor, which is located at the base of the Canadian side of the Ambassador Bridge housing a duty-free shop. The Canadian branch of the bridge company shares an acronym with this new concrete venture – Canadian Transit Company.

The second address is 12225 Stephens Road in Warren, Michigan, known as home for many corporate entities owned by the family including trucking service Central Transport and real estate firm Crown Enterprises, LLC.

Business records from Ontario show further ties between CTC Concrete and the Morouns: Matthew J. Moroun, son of Matthew T. Moroun, is named as sole director for this company while “Dannie” Stamper holds positions as president and secretary. Dan Stamper serves as president for Ambassador Bridge according to its website.

Neither Stamper nor other representatives responded when asked multiple questions about CTC Concrete or broader operations involving their family.

Councillor Expresses Concerns

The city councillor representing Sandwich neighborhood says he’s “absolutely” worried about CTC Concrete due to past actions taken by the Morouns in both countries.

“Fortunately this property is situated at one end of our ward near industrial areas close to Port of Windsor,” said Ward 2 Coun. Frazier Fathers.

CTC Concrete seems to operate out of two locations: 4020 Sandwich St., noted in provincial approvals; and 4000 Sandwich Street where signs and trucks can be seen parked.

A Tim Hortons sits across from it while two blocks filled with residential homes lie behind that spot.

“There are some initial plans for residential development along Sandwich Street moving towards Sandwich town,” Father mentioned.

“So obviously if you’re downwind from this plant there could be concerns.”

The Kronos Issue

A steady stream of large concrete trucks marked with American flags flows into Kronos Concrete located in Detroit’s north end – one among seven Hercules sites operational there.

Clouds of dust drift over nearby streets lined with boarded-up houses and empty lots – alongside a few remaining homes still standing amidst piles of trash covering parts bordering facility grounds.

Local residents initially reached out concerning health risks posed by hazardous air pollution around four or five years ago.

“They were concerned about breathing.. toxic air particles affecting their gardens , vegetable patches , things like that,” he recalled.

“I went out for a site visit only to find conditions worse than anticipated,” Bashi recounted.

“I’ve visited batching plants before but nothing prepared me for how empty this entire neighborhood next door felt except for a handful still occupied.”

This plant opened without proper permits causing city officials shut it down until compliance was achieved.

Bashi alongside residents accused Morouns – via Crown Enterprises-of pressuring locals into selling properties while acquiring much surrounding land themselves.

A representative previously informed Deadline Detroit claiming plans exist toward “continuing cleanup efforts ensuring safety within neighborhoods”.

Meanwhile city authorities confirmed current permits include “fugitive dust plan” while air quality monitors have been installed nearby.
