[ad_1]Winter is approaching. Homeless camps aren’t the answer.THUNDER BAY - ANALYSIS - Conversations about addiction, homelessness, and property crime have become common among many residents and business owners in Thunder Bay. Issues like shoplifting, vehicle break-ins, discarded needles, panhandling, and encampments along public trails and waterways have led to a feeling that the city is losing control of its shared spaces. According to Thunder Bay Police Service (TBPS) data for this year, there were 934 reported shoplifting incidents in 2026. That’s a serious indicator of public safety concerns. Reports on social media about these incidents are becoming more frequent, with many people worried about how police respond to their calls. In situations where there isn’t an immediate threat to life, such as property crimes or similar thefts, individuals are often directed by Thunder Bay Police to report online. This growing frustration raises concerns that someone might eventually take matters into their own hands, potentially escalating a situation into something more dangerous. The bigger question should be whether Thunder Bay is creating a system capable of safeguarding residents and businesses while assisting those experiencing street homelessness or untreated illnesses in moving toward stable housing and recovery. The response so far seems mixed based on available records. The city has developed a clearer plan than it had several years ago. However, plans, pilot projects, and proposed sites haven’t yet yielded results at the scale necessary for residents to feel secure. What crime statistics reveal - and what they don’tRetail theft impacts victims directly. Employees may face threats; stores incur higher costs for security and insurance; some businesses cut hours or remove items from shelves altogether. Vehicle break-ins create financial burdens for families who may already be struggling. TBPS has shown that focused enforcement can make an impact. Project Eclipse was an investigation into thefts and robberies from September 2025 through February 2026 that resulted in the recovery of over $39,000 worth of stolen property along with 256 charges being laid. In September 2026 alone, Project Support logged over 9,100 engagements with businesses and the public-343 service referrals were made with 89 accepted referrals leading to 78 arrests alongside 74 provincial offence notices. These outcomes highlight why police presence matters alongside business liaison efforts and investigations. However, they don't show that making arrests alone can resolve issues related to addiction or homelessness. An arrested individual may simply return to unsafe housing or receive inadequate treatment after release. Without proper pathways for housing and health support, law enforcement can easily turn into a revolving door scenario. Thunder Bay Police showcased the effectiveness of their foot patrol program-which ended on September 1st-but it's unclear why this valuable program was discontinued. Treating all forms of public disorder as one issue also poses risks. Different situations-like organized retail theft versus someone stealing food out of hunger or a vehicle break-in compared to someone panhandling or experiencing a mental-health crisis-demand various interventions tailored specifically for each case. A useful local dashboard could help distinguish these issues rather than grouping them under vague terms like “homeless crime.”The situation at Mc Vicar Creek highlights pressure on public areasA growing encampment has emerged along Mc Vicar Creek between Algoma Street and Cumberland Street as people living outdoors gather there. Local residents and nearby property owners have raised alarms regarding garbage build-up, sanitation issues, environmental harm, and overall safety concerns. The fact that some individuals are beginning to construct makeshift structures raises further questions about fire hazards alongside emergency access challenges while ensuring outreach workers can safely reach everyone involved. These valid concerns deserve prompt attention coupled with transparency in addressing them. No one should lose sight of the humanity behind those living outdoors; after all, a tent isn't truly a home nor does an encampment by a creek replace proper housing options alongside amenities like washrooms or treatment services. Security must also remain part of any solution going forward as local residents need safe trails along clean public lands while receiving timely action when faced with structures posing immediate risks due to fires violence or hazardous waste disposal practices present within such campsites too often left unmanaged without oversight controls put firmly into place beforehand!
