Construction is now underway for a new all-year public area next to Richmond Hill’s Central Library, as the City has officially started work on Dave Barrow Civic Square.
The Richmond Hill Council celebrated this important moment at the southwest corner of Yonge Street and Major Mackenzie Drive West, where the new park will be developed.
Designed by JRS, the park aims to create a unique public space where community members can come together for events, celebrations, and daily activities all year long.
This square will also act as an entrance to Richmond Hill’s historic Village area. The park’s plans feature the Richmond Hill Bowl and Bowl Stage, which includes an outdoor amphitheatre and a permanent stage for concerts, movies, and community shows.
A seasonal skating rink will be part of the park too; it will transform into an events lawn during spring, summer, and fall. There will also be an events plaza and terrace available for gatherings and activities.
The project will include natural spaces as another key element. The park plans feature woodlands, a pollinator meadow, a natural grass meadow, and a marsh that connect through new trails. A teaching garden will offer outdoor learning opportunities.
The design also features existing elements honoring Barrow, such as a memorial bench and his sandblasted quote: “It’s all about community.”
“Dave Barrow Civic Square will be a place where our community comes together, where neighbours become friends and where pride in Richmond Hill comes to life,” Mayor David West said.
“This is already one of our busiest corners next to our Central Library. Soon it will be a true gathering spot for residents to celebrate and connect throughout every season. I can’t think of a better way to honor Dave Barrow along with his words that resonate with his years of service: ‘It’s all about community.’”
Barrow dedicated over 30 years to serving Richmond Hill, including his role as mayor from 2006 to 2021.
The civic square was first dedicated in September 2022. The park plan was created with input from the community and received approval from Richmond Hill Council on March 26, 2025.
Construction is anticipated to happen from summer 2026 until late 2027.
Once finished, Dave Barrow Civic Square will become Richmond Hill’s sixth destination park-a major public gathering space combining event infrastructure, recreation facilities, and natural areas right in the heart of the community.
