Alcohol Trade Barriers Between Provinces Set to Fall

The leaders of nine provinces shared on Tuesday that they’re getting rid of significant barriers to selling alcohol between provinces.

The agreement states that provincial regulations will be modified to enable brewers and distillers to sell directly to consumers, no matter the province.

This change removes several trade obstacles across the nation.

Sales of beer, wine, and spirits made in one province and sent to another have mostly been controlled by interprovincial agreements or were essentially banned.

All 10 provinces along with Yukon signed a memorandum in June 2025, promising to allow direct-to-consumer sales by May.

New Brunswick and Manitoba had already opened up for out-of-province products before Tuesday’s announcement.

The premiers from Quebec, Yukon, Northwest Territories, and Nunavut did not sign the agreement. However, a statement from those who did indicated that Quebec and Yukon are working toward joining soon.

The statement noted that the new trade system is effective immediately but British Columbia requires additional time for its regulations, aiming for completion by February 2027 at the latest.

New Brunswick Premier Susan Holt expressed her excitement about other provinces allowing all direct-to-consumer sales, mentioning her government was the first one to implement this last August.

“Canadians can get the benefits of these products, strengthening internal trade – being our own best customer at a time when it really matters,” Holt told reporters in Charlottetown where the premiers are gathered this week.

N. W. T. and Nunavut released a joint statement showing their support for removing trade barriers but chose not to sign Tuesday’s deal due to “the unique realities of our territories.”

“Many of our communities have locally determined alcohol restrictions or prohibitions that reflect community priorities and cultural values,” the statement said.

“Respecting community self-determination is fundamental to how alcohol is managed in the North.
