OAKVILLE, ONT. – Three teams have been asked to submit proposals (RFP) for the design, construction, financing, and maintenance of the MECP-MLITSD Science Facility Complex in Oakville, Ont. This project is valued at $100M and is located on William Halton Pkwy.
The teams were chosen based on specific criteria from a qualifications process that started in September 2025.
This included their ability to design and build, relevant experience, qualified staff, and financial resources needed for such a large project.
The selected teams are:
Lead architect: Parkin Architects Limited
Construction team: PCL Constructors Canada Inc.
Facilities management: Honeywell Limited
Financial adviser: National Bank Financial Inc.
Lead architect: HOK Architects Corporation and WSP Canada Inc.
Construction team: Amico Design Build Inc. and Allyant Design and Construction Inc.
Facilities management: Dexterra Group Inc.
Lead architect: DIALOG Ontario Inc., Bouthillette Parizeau Inc., and The HIDI Group
Construction team: EBC Inc. and Plan Group Inc.
Facilities management: Equans Services Inc. Teams will now start putting together proposals that outline how they plan to complete the project. The new science facility complex will replace the current Ministry of the Environment, Conservation and Parks’ location at 125 Resources Rd. along with the temporary site for the Ministry of Labour, Immigration, Training and Skills Development at 6295 Northam Dr. This new facility aims to bring both ministries together under one roof with a flexible design featuring adaptable labs, science workshops, and office spaces that can support ongoing operations as well as future expansion, according to a release. It will also include “future-ready infrastructure to support emerging economic sectors and protect public health and the environment through advanced monitoring of radiological materials, environmental contaminants and live viruses.” The building is designed to meet LEED Silver certification standards. After receiving submissions, Infrastructure Ontario along with the Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development will review them, choose a preferred team, then negotiate a final contract. A winning bidder is expected to be announced in late winter 2027.
