MARKHAM, ON – December 15, 2021 – On December 14, Markham Council approved the City’s budget for 2022, totaling $533.7M, which includes a property tax rate increase of 1.95 per cent.

This budget helps maintain essential City services while also investing in facilities, infrastructure, and amenities that align with Markham’s strategic objectives. It also promotes a careful and gradual approach to reopening and recovery.

The property tax increase of 1.95 per cent is lower than the inflation rate and will result in an approximate $25 increase in property taxes for the average household in Markham.

This tax rate hike comprises 1.45 per cent to cover daily operating expenses and maintains a 0.5 per cent investment for infrastructure to ensure enough funds are available for repairing and replacing assets over the next 25 years.

“We take pride in our responsible financial management and keeping the lowest average tax rate increase in the GTA since 2006,” says Markham Mayor Frank Scarpitti. “I asked City staff to keep taxes down by utilizing efficiencies through technology, adjusting services for better value in operations, and modernizing our services-and they’ve done just that. The backing from federal and provincial governments has been vital as we navigate through the pandemic, and further support will be crucial for our recovery.”

Key investments planned for 2022 include funding to:

Make our facilities more sustainable and energy efficient
$4.2M aimed at developing greenhouse gas (GHG) reduction strategies along with retrofitting solutions at various community centers plus new electric vehicle (EV) chargers to back Markham’s Corporate Energy Management Plan, Municipal Energy Plan, and Greenprint Sustainability Plan targeting Net-Zero Energy Emissions (NZEE) by 2050 while lowering the City’s carbon footprint.

Enhance Community services
$2.8M set aside to expand collections at Markham Public Library to better serve the diverse interests of our community members.

$2.0M earmarked for renovations and repairs across ten City facilities and community centers throughout the city.

Invest in environmental protection efforts
$1.7M designated to address erosion issues, safeguard fish habitats, monitor pond water quality improvements, as well as conduct inventories and studies on natural heritage systems among other natural areas.

Continue working towards increasing Markham’s tree canopy to reach 30 percent by completing the three-year cycle of the Neighbourhood Tree Maintenance Program.

Improve traffic safety measures
$1.8M allocated toward creating a comprehensive road safety plan that includes building new pedestrian crossings along with traffic signals as well as multi-use path crossings. Add green spaces
$11.8M dedicated to extending trails alongside adding four new parks. Build resilient communities
$13.9M intended to enhance storm drainage capacity limiting flooding risks paired with $12.4M set aside for monitoring water/wastewater infrastructure replacements/upgrades. Improve road conditions
$16.9M aimed at asphalt resurfacing projects alongside pavement preservation efforts plus constructing roads while repairing curbs sidewalks plus catchbasins.

“Markham is demonstrating strong fiscal management even during this tough period,” said Budget Chief Councillor Amanda Yeung Collucci. “The Council along with senior staff recognized how important it was to implement minimal property tax increases while still providing value so residents could keep accessing great services along with infrastructure they expect-and can feel assured we’re prepared moving forward.” This small increase stays significantly below current inflation rates helping facilitate economic re-opening as we recover from this pandemic.”

“Markham keeps its long-term promise focused on building community resilience against flooding,” mentioned Budget Vice-Chair Councillor Andrew Keyes. “This budget guarantees adequate funds within Life Cycle Replacement along with Capital Reserve enabling rehabilitation/replacement of City infrastructure over upcoming twenty-five years.”

“Throughout this pandemic period, The City of Markham has followed a financially responsible path managing its finances whilst cautiously reinstating services under strict COVID-19 protocols,” shared Mayor Frank Scarpitti.” We’re crafting resilient neighborhoods prepping us adequately meet climate-related challenges making key investments towards flood control/stormwater management coupled expansion efforts related parks/greenspace. Recently launched East Markham Operations Yard reflects ongoing investment into our infrastructure boosting efficiency improving winter maintenance responses serving local communities now ahead.”

Markham collects property taxes on behalf of York Region alongside Province Ontario. Residential property taxes support both York Region education-52 percent total collected goes directly there-while approximately twenty-four percent remains retained by The City itself leaving remaining twenty-four directed towards education purposes via Province.
