The Pentagon has included Fudan University and Shanghai Jiao Tong University on a list of foreign institutions considered a threat to US national security, broadening the scope of Washington’s crackdown on research-related security issues to two of China’s top civilian universities.

The revised list now contains 88 institutions in mainland China and prohibits researchers funded by the US Department of Defence from collaborating with them or utilizing their equipment, starting in the 2026 financial year.

This expansion signifies a broader effort by Washington against what it labels as unwanted Chinese influence and technology transfer within American research sectors.

While previous lists have primarily targeted People’s Liberation Army academies and universities closely linked to China’s defense sector, adding Fudan, Shanghai Jiao Tong, and other well-known civilian institutions could impact a much wider range of scientific collaborations.

Referred to as the Section 1286 list, this register was established under the 2019 National Defence Authorisation Act to pinpoint foreign universities and research entities that the Pentagon claims have taken part in activities that threaten US-funded research and national security.

Concerns may revolve around the transfer of sensitive technologies or expertise, connections with foreign military or intelligence organizations, and involvement in state-supported talent recruitment initiatives.
