A recent report from Ontario’s ombudsperson reveals that Service Ontario locations are not fulfilling the province’s commitments to provide services in French for French-speaking Ontarians.

The report, titled In search of services in French, was released on Thursday. It highlights “significant issues” regarding the delivery of French language services at required locations, as noted by French language services commissioner Carl Bouchard.

Bouchard’s findings point to confusion among front-line staff about whether French services are necessary, a dependence on translation tools and assistance from other agencies, inadequate audits, and minimal oversight of third-party operators.

“Service Ontario is a gateway to the government of Ontario and plays a vital role in everyday life for Ontarians,” Bouchard stated in French during a news conference at Queen’s Park on Thursday.

“When we discuss language rights, we refer to constitutional and quasi-constitutional rights and values,” he added. “These aren’t just suggestions or administrative formalities.”

Service Ontario handles driver’s licences, health cards, birth registrations, permits and certificates. For this report, Bouchard mentioned that investigators reviewed over 1,000 documents, conducted nearly 70 interviews and visited more than 20 locations throughout the province.

One incident highlighted involved a woman who was denied service in French at the counter and was then accused by other customers of harassing the staff.

In another case mentioned by Bouchard, a man was asked to translate a letter from his employer out loud that explained his temporary resident status. Other clients had to use hand gestures or were outright refused service and told to return another day.

Rising complaints: commissioner’s observations

Bouchard initiated an investigation in April 2025 due to what he called a “trend” of complaints related to the Ministry of Public and Business Service Delivery and Procurement that operates the service centres.

The commissioner noted that this ministry received one of the highest complaint rates annually, with almost all cases involving Service Ontario.

As per Ontario’s French Language Services Act (FLSA), individuals have the right to communicate in French with any government office or legislative institution where services are available in that language.

Jean-Claude N’Da, president of the Association of Francophone Communities of Ontario based in Toronto which advocates for improved Francophone services there, emphasizes how essential it is for these services to be accessible in the correct language.

“It is our right; it’s also about having good quality services… it’s about quality,” he said.

N’Da expressed gratitude towards the commissioner for releasing this report while welcoming potential improvements.

“Everyone wants quality service here in Ontario,” he commented. “It’s about dignity.” p>Commissioner recommended 25 actions for ministry h2>The report featured 25 recommendations from Bouchard aimed at enhancing support for Francophones throughout Ontario as well as improving delivery methods for French-language assistance. These include specifying which sites serve predominantly francophone communities tracking bilingual staffing levels limiting contingency plans strictly those exceptional situations. p >As outlined within this document , both Ministries involved-Public &amp ; Business Services Delivery plus Francophone Affairs-have accepted eighteen out twenty-five suggestions. They’ve pledged commitment toward assessing remaining concerns alongside proposed solutions too. p >An email response sent by Ministry representatives indicated steps being taken toward heightened oversight measures aimed bolstering bilingual recruitment practices along with enhanced employee training initiatives designed “to help maintain smooth operations amid unforeseen challenges.” p >According media advisor Joey Wu , “Franco-Ontarians ought able access their essential governmental resources using preferred languages.” He continued stating “Our administration shall ensure monitoring provider standards rigorously while extending availability options surrounding french-languages across ontario.” p >A representative reached out within chronicle pertaining ministry francophones but no timely responses available prior publish date. One major concern cited throughout findings revolves around communication lapses existing between ministries responsible overseeing contracted operations handled outsourced entities which pose significant lack adequate supervision over such arrangements.

According Commissioner Bouchard approximately thirty percent its available facilities managed directly under ministry whereas seventy percent run third-parties.

The Ministry offers little-to-no assistance supplied those external parties meet linguistic expectations according Commissioner Bouchard.
