THUNDER BAY – MUNICIPAL ELECTION ANALYSIS – October 1, 2026 – Voters in Thunder Bay have an unusually large selection of candidates for mayor this year.
Ten candidates are set to appear on the October 26 ballot. Shane Judge has ceased his campaign, but it’s too late for him to remove his name.
While many are endorsing candidates and sharing their opinions, Net News Ledger has maintained a policy since 2007 not to endorse any particular candidate. During this time, it’s been fascinating to see how some individuals strongly believe we support certain choices.
A key principle in democracy is that everyone has the right to their opinions and can express them freely. However, this doesn’t mean freedom from accountability; civil court cases over the years have shown that.
We’ve received accusations of bias regarding our articles-some claiming we’re “socialist,” while others call us “right-wing”-sometimes even over the same article.
This overview will analyze the current campaign and its candidates. We trust Thunder Bay voters to make informed decisions when casting their votes.
This election features two long-serving council members or former councillors, business owners, a previous chief executive of municipal utilities, a former city licensing manager, a food security advocate, a youth supporter, a construction expert, and an outsider candidate.
This diversity can be beneficial but also complicates direct comparisons between candidates.
Managing a business isn’t identical to running a city. Experience within municipal government doesn’t guarantee public support. While empathy for community issues is essential, mayors must also grasp budgets, laws, infrastructure needs, labor relations and coalition-building around council discussions.
Net News Ledger’s goal: This analysis won’t claim one candidate is more qualified than another or endorse anyone specifically. Each candidate offers different mixes of council experience, management skills, community involvement and technical know-how relevant to municipal affairs.
These various backgrounds address different aspects of what it means to be mayor but all require careful consideration by voters.
The intention here is to provide fair comparisons among these records. Long-term experience can bring valuable insights but may also tie a candidate back to unresolved issues from the past.
A new perspective can introduce fresh ideas but might come with significant learning curves in municipal governance. Voters need to decide what combination of stability and change they prefer at City Hall.
First Up: What Job Are Voters Hiring For?
The next mayor of Thunder Bay will lead a council with 13 members; they’ll represent the city both locally and beyond its borders while helping establish priorities and advocating with other levels of government during crises.
This position carries added weight now since Thunder Bay operates under strong-mayor powers. According to the city’s guidelines on these powers, mayors play vital roles in budgeting processes as well as organizational structures and senior staffing decisions related to provincial priorities among other things.
Certain powers can be delegated; however voters should still evaluate each candidate’s temperament along with their policy proposals.
The city’s strategic plan currently highlights Truth and Reconciliation efforts alongside safety measures as core areas of focus along with growth initiatives and sustainability goals.
An effective platform should therefore cover more than just taxes or road repairs; it ought to detail how each candidate plans on collaborating with Indigenous governments or organizations while addressing homelessness challenges plus housing crises-all while ensuring infrastructure remains intact amid budget constraints-with measurable outcomes clearly outlined for reporting purposes too!

Candidate biographies & platforms serve mainly as promotional materials ; though helpful in understanding individual priorities they shouldn’t substitute independent proof validating claims made about promises being affordable achievable.
