A 28-year-old resident of Whitchurch-Stouffville is facing charges related to impaired operation following a drowning incident in the Otonabee River near Peterborough on Tuesday.

According to a news release, officers from the Peterborough County detachment of the Ontario Provincial Police (OPP) along with EMS and Fire responded to reports of a man who fell off a boat in the Otonabee River and did not resurface.

On June 30, shortly after 2:30 p. m., officers were called when someone reported that they were traveling east on the river when another boat passed by, causing one of the four people onboard to fall into the water. The caller noted that the missing person was not wearing a life jacket at that time and could no longer be seen.

When officers arrived, a nearby OPP marine unit headed to the scene by water. They made contact with the three remaining individuals still on board near where the person fell in. The individuals were brought to shore while searching for the missing person began.

Jayatharssan Yogaratnam, who was operating the boat, was arrested and charged with: operation causing death; and operation while impaired – blood alcohol concentration (80 plus), according to police.

The accused has been held for bail.

The OPP underwater search and recovery unit arrived at the site, and shortly before 9 p. m., divers found the body of the victim. A 39-year-old male from Oshawa was pronounced dead at the scene.
