The group that oversees Quebec’s bottle deposit system says long lines at its depots are prompting changes, including one that might make it tougher for people from Ontario to redeem some of their empty containers.

Consignaction states that even though they’ve extended their hours, some locations have been overwhelmed. They highlighted the Jean-Proulx Consignaction+, located about eight kilometers from downtown Ottawa.

While Quebec and Ontario charge deposits on various beverage containers, only Quebec provides refunds on soft drink containers as well as juice and milk jugs, for instance.

Even though it’s against the law to claim a refund in Quebec for a container not bought there, some Ontarians have tried doing just that.

Refunds via App Only

<p As part of the new changes, residents of Ontario will now need to use an "express return" option. This allows them to drop off bags of unsorted containers for processing and receive their refund through the Consignaction app about a week later.

This setup is designed so that Consignaction can sort through the items and reject any containers that don’t qualify for a refund in Quebec. In a press release, Consignaction mentioned they might also implement “additional verification mechanisms” to ensure containers were purchased in Quebec.

They’re also adding seven new bulk return sites in Gatineau, including depots at 75 blvd. du Plateau, 140 blvd. Gréber, 178 rue Principale and 1100 chemin Montréal W. The other three locations will be announced soon.

The majority of Gatineau’s return spots are inside stores and can only accommodate smaller amounts of empties.
