EDITOR’S NOTE: A prior version of this article mistakenly identified a third project of national interest as being in the Arctic, when it is actually located in Northwestern Ontario.

On Wednesday, Ottawa announced it is starting the process to label three new projects as being of national importance. This designation allows them to receive expedited approvals and bypass certain environmental regulations.

Two projects are situated in the Arctic area, while another is found in Northwestern Ontario.

During a statement from Yellowknife, N. W. T., Transport Minister Steve Mac Kinnon said, “we all know that the North is central to Canada’s economic future.” He was accompanied by several ministers and provided details about two transportation infrastructure initiatives along with a nuclear waste facility.

“Canada is launching the process that leads to three projects being listed as projects of national interest under the Building Canada Act. The first two initiatives-the Mackenzie Valley Highway and the Grays Bay road and port project-are nation-building efforts,” Mac Kinnon stated.

“The government of Canada is also referring a third initiative to the Major Projects Office: the Nuclear Waste Management Organization’s Deep Geological Repository located in northwestern Ontario, near Wabigoon Lake, of the Ojibwe Nation and the Township of Ignace.”

Mackinnon added that this Deep Geological Repository aims to “provide safe long-term management for Canada’s use of nuclear fuel.”

The designated projects must still undergo a consultation process before final approval can be confirmed. It may take years before they are officially completed.

A technical briefing ahead of this announcement indicated that construction on Grays Bay won’t commence until 2029, while work on the last section of Mackenzie Valley Highway might begin in 2028.

The timeline for developing the nuclear waste repository in Ontario is targeted around 2030.

The Grays Bay road and port project will involve constructing a 230-kilometre all-season road through Northwest Territories and Nunavut, creating mining opportunities for critical minerals up North.

The Mackenzie Valley Highway project will establish an all-season route from Yellowknife to Inuvik, reducing travel times and connecting communities currently only reachable by air or seasonal routes.

Both were referred to the major projects office back in March and would mark Ottawa’s first acknowledgment as being in national interest under the Building Canada Act.

What is the Building Canada Act?

The Building Canada Act seeks to accelerate approval and construction timelines for significant infrastructure undertakings considered essential for Canada’s interests.

The federal government identifies qualifying projects under this act as those expected to bolster economic growth by enhancing international trade opportunities while also considering Indigenous rights and climate change goals. These initiatives should demonstrate a strong potential for successful execution.

Some examples include ventures within energy production, mining activities, critical mineral extraction, advanced technology sectors, plus defense-related endeavors.

Regarding Grays Road and Port project , Mac Kinnon noted it would “help establish Canada’s first overland connection to a deep water port on Arctic Ocean.” Concurrently , Mackenzie Valley Highway will ensure reliable access essential goods , thus improving living costs while fostering economic prospects for northern communities.

“Once completed , this year-round transportation link will enhance global market access , support responsible resource development , and strengthen necessary infrastructure promoting growth across North ,” said Mac Kinnon.

Approval processes related these high-priority undertakings are made easier through having Ottawa function as “single window” regulatory body called Major Projects Office (MPO) which consolidates various levels federal review processes previously leading delays.

“A community or government wishing approve project expends substantial time effort money navigating consultation environmental approval procedures just obtain political decision from federal government at end,” remarked Tim Hodgson Minister Energy Natural Resources.
