A collaborative investigation led by the Ontario Provincial Police, along with 25 other police departments, has resulted in charges against 63 individuals for online child exploitation. Four of these individuals are from Kingston.
Through the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet (Provincial Internet Child Exploitation Strategy), investigators also identified 51 victims in their efforts against online child exploitation.
As part of Project Time, a coordinated provincial initiative focused on identifying predators targeting children, authorities aimed at those involved in making, possessing, and distributing child sexual abuse material. Officials reported that victims were located and protected while receiving necessary support.
Project Time yielded these results:
51 victims identified.63 individuals arrested.213 charges laid.814 electronic devices seized.264 criminal investigations conducted.154 ongoing investigations. Two accused held positions of trust and authority within their communities. Eight accused had previous offenses.
While law enforcement is working hard to tackle internet child exploitation, they have encouraged parents, educators, child advocacy groups, government entities, and technology providers to contribute to keeping children safe.
Among the 63 arrested individuals, not all have been publicly named due to a court-imposed publication ban.
The partners involved in the Provincial Internet Child Exploitation Strategy have observed a significant increase in reports of online child sexual exploitation and related material over recent years.
The Kingston residents charged include:
35-year-old Thomas Rogers: Two counts of failing to comply with a prohibition order79-year-old James Glenn: Two counts each of possession of child sexual abuse and exploitation material, accessing child sexual abuse and exploitation material, and making available child sexual abuse and exploitation material.24-year-old Minyang Fan: Two counts of possession of child sexual abuse and exploitation material, accessing child sexual abuse and exploitation material, making available child sexual abuse; five counts of failing to comply with a release order.26-year-old Yuheng Dai: Possession of child sexual abuse and exploitation material; three counts of failing to comply with a release order.
