Ontario is set to empower special constables on certain transit systems with the ability to arrest individuals caught using drugs on public transport.

Solicitor General Michael Kerzner mentioned that this initiative aims to enhance safety for commuters, as encounters with people using illegal drugs in confined spaces like buses, streetcars, subways or trains can be intimidating and hazardous.

He indicated that this regulatory change will be part of a broader set of legislative proposals coming soon.

The plan will also involve prohibiting ownership of pill presses and precursor chemicals used for producing illegal drugs.

In addition, the government intends to make it illegal for commercial landlords to knowingly permit drug manufacturing on their properties.

Special constables working for GO Transit, the Toronto Transit Commission, and OC Transpo in Ottawa would have the power to stop anyone from using illegal substances on transit and issue tickets or make arrests if they don’t comply.

This report by The Canadian Press was first May 4, 2026.
