Infrastructure Ontario and Windsor Regional Hospital have launched a Request for Qualifications (RFQ) for the Windsor Regional Hospital – The Fancsy Family Hospital Project: Contract 1, which focuses on building the Diagnostic and Treatment Block.
The Fancsy Family Hospital is being rolled out in three phases. Windsor Regional Hospital is managing the Enabling Works, while Infrastructure Ontario will handle procurement for the last two phases through separate contracts. Project partners say this phased approach meets project needs, responds to current market conditions, and incorporates industry feedback to encourage healthy competition, ensure value for taxpayers, and promote timely completion.
Contract 1 includes the Diagnostic and Treatment Block and will follow Infrastructure Ontario’s Design-Build-Finance-Maintain (DBFM) model.
The Diagnostic and Treatment Block is planned as a five-storey facility that will serve as the main public entrance to the new hospital. It will contain most outpatient services and public areas, including an emergency department with a regional trauma center and helipad, a regional cancer center, surgical services, a catheterization lab, women’s and children’s services with maternal newborn care, pediatrics along with a neonatal intensive care unit, critical care facilities, diagnostic imaging resources, laboratory services, and a pharmacy.
Hospital officials state that this project aims to improve access to healthcare for Windsor-Essex residents and neighboring communities while accommodating a growing population and enhancing the regional health-care system.
Contract 2 will be procured separately and will involve an in-patient tower currently envisioned as a nine-storey structure.
The RFQ represents the initial step in assembling a project team for Contract 1. Submissions will be assessed to create a shortlist of teams with adequate design and construction experience. Shortlisted candidates will then be invited to respond to a Request for Proposals expected to be released in fall 2026.
