The newly-approved Official Plan outlines the vision for the City through 2051.

The Government of Ontario has given the green light to Mississauga’s new Official Plan, marking a significant step in shaping the City’s future growth and development.

On March 24, 2026, the Minister of Municipal Affairs and Housing released a Notice of Decision to approve the plan. This means that Mississauga Official Plan 2051 is now effective, replacing the previous Official Plan and its amendments. All new development applications will need to align with this new plan.

What Does Mississauga Official Plan 2051 Include?

Mississauga’s updated Official Plan provides a vision for our City’s future. It aims to guide growth in ways that foster lively neighbourhoods, strong communities, and a high quality of life.

The policies outlined in this new plan focus on:

Encouraging more housing by allowing permissions for over 370,000 new residential units across the city by 2051, which includes increasing housing along transit routes and gentle density in neighbourhoods. Creating more mixed-use communities that connect residents with essential services and amenities. Supporting job and economic growth by enabling a wider range of uses in key employment areas while safeguarding industrial spaces from being converted into residential ones. Enhancing transportation options by expanding infrastructure for walking, cycling, and public transit to ease congestion and improve connectivity. Strengthening protections for environmental, cultural, and heritage sites.

The Official Plan also details where development should take place and how vital services, infrastructure, and amenities will work together to create a complete and livable city.

Turning Vision into Reality

According to the Ontario Planning Act, the City must review and update its Official Plan every ten years. The review involved extensive public engagement. City planners listened to thousands of residents and businesses about key priorities such as housing, transit needs, job creation, heritage conservation, diversity efforts, infrastructure improvements, and environmental protection.

The City Council adopted the Official Plan on April 16, 2025. Following that step, it was submitted to the Province for approval as required by law.

The plan became effective after receiving notice from the Province; however, City staff are currently finalizing modifications issued by the Ministry as part of this approval process. A final consolidated version of the plan will be available on the City’s Official Plan website soon.

Mississauga’s updated Official Plan will steer planning decisions throughout the City. It will help ensure that growth is thoughtful and coordinated while meeting both current resident needs as well as those in the future.
