Brampton Ex-Councillor Seeks Removal of Misconduct Report

A former councillor from Brampton is asking the city to remove a report concerning an allegation of sexual misconduct, claiming it’s been left online to damage his reputation long after the complainant seems to have retracted her claim.

Gurpreet Dhillon served Wards 9 and 10 in Brampton from 2014 until 2022. He was accused by an anonymous individual of sexual assault and harassment following a city trip to Turkey in late 2019.

A report issued by Brampton’s integrity commissioner in 2020 included details of the alleged incident and concluded that Dhillon had violated the council’s code of conduct, recommending a suspension of his pay for 90 days-the maximum penalty allowed.

However, it appears that the complainant has since withdrawn her allegation, expressing regret over how the situation unfolded.

An email from Dhillon obtained by indicates that a letter retracting the complaint was sent to the City of Brampton in 2023.

Despite this development, the report stating he breached the code remains available on their website.

In a detailed message directed at current members of council, Dhillon claimed that city officials including the solicitor and integrity commissioner have intentionally kept the report online to harm his reputation.

“I am writing to you directly because it has become undeniable that the legal and administrative processes regarding the July 2020 Integrity Commissioner’s (IC) report are being deliberately weaponized for political purposes,” part of his message stated.

“The City Solicitor’s Office and IC have intentionally misled or delayed providing crucial information to Council.”

A spokesperson for Brampton confirmed that its integrity commissioner operates independently but declined to comment on specifics related to allegations as they were not responsible for issuing the report.

The integrity commissioner did not respond despite multiple attempts for comments.

John Mascarin, a lawyer familiar with municipal matters, described this case as “fascinating” due to how responsibilities are divided between integrity commissioners, councillors, and city officials themselves.

The original complaint was filed early in 2020 regarding events during a business trip in November 2019.

The integrity commissioner’s findings noted that a business owner had accused Dhillon of an incident occurring while he was present in her hotel room. The report suggested suspending his pay based on these allegations.

“I wish to state that I am displeased that there is no avenue (at least insofar as it relates to my mandate and jurisdiction) that allows for Councillor Dhillon’s immediate removal from city council,” commented the integrity commissioner at that time.

This document also featured a transcript detailing what allegedly took place; according to the integrity commissioner, she had heard an audio recording related to it.

The investigation revealed that Mayor Patrick Brown was informed about this by the complainant before he reached out to speak with the integrity commissioner himself.

The commission also interviewed another attendee from Brampton Board of Trade who traveled alongside them. This individual mentioned hearing about what occurred while overseas according to reports.

Brampton’s economic development head was interviewed too; they were made aware post-trip. The integrity commissioner mentioned talking with a lawyer based in Turkey who helped assist dealing with this matter back in January 2020.

At one point Peel Regional Police stated they interviewed those involved but concluded they didn’t have jurisdiction concerning events happening abroad.

No charges were ever filed against Dhillon who strongly denied all accusations made against him.

Complaint seems withdrawn

According To An Email Recently Sent To The City Council By Dhillon , The Complainant Contacted The City In Early 2023 To Withdraw Her Allegation. His Email Included A Letter With A Redacted Signature Indicating That She Appeared To Revoke Her Earlier Claims.

” While I understand That My Initial Accusation May Have Brought Attention To Certain Issues , I Now Realize That My Accusations Were Misguided ,” Said The Letter Seen By .

” I Have Come To Realize That My Memory Of Events In Question May Have Been Clouded By Several Factors Including Emotional Distress , Misinformation And Coercion From Individuals Who Were Not Genuine With Their Intentions.”

Reached Out To The Lawyer Who Represented This Anonymous Complainant For Comments But They Stated They Couldn’t Get In Touch With Her And Thus Couldn’t Provide Further Insights.

A Local Media Outlet Had Previously Reported Two Years Ago About How The City Solicitor Let Councillors Know Via Memo That This Allegation Had Been Withdrawn , But Without Specifying Why.

Also Attempted To Reach Out For Comment From This Unnamed Complainant But Was Unsuccessful.

Around The Time When This Complaint Was Initially Raised , During City Council Meetings , Dhillon Along With Other Members Opposed Mayor Brown On Several Matters.

“Then Last Summer Brown Held A Press Conference Claiming Public Funds Went Towards Settlement Related To Complaints Made Against Him.”Dhillon Argued Such Moves Were Politically Motivated And Announced Plans For Legal Action.”
