WINDSOR, ONT. – Infrastructure Ontario (IO) and Windsor Regional Hospital (WRH) have announced a Request for Proposals (RFP) for what is being called Contract 1 Diagnostic and Treatment Block, an essential part of the upcoming Fancsy Family Hospital.

This five-storey block will serve as the main public entrance to the hospital, accommodating most outpatient services along with important public areas, according to a release. Teams were prequalified through a Request for Qualification (RFQ) process that started in January 2026.

The teams that have been prequalified are now invited to submit their proposals, which include:

Applicant: Ellis Don Infrastructure Healthcare (EDIH)

Applicant lead: Ellis Don Capital Inc.
Design team: Parkin Architects Ltd.
Construction team: Ellis Don Corporation
Facilities management: Ellis Don Facilities Services
Financial adviser: Ellis Don Capital Inc.

Applicant: Windsor Health Infrastructure Partners (WHIP)

Applicant lead: Plenary Americas LP
Design team: B+H Architects
Construction team: Sacyr Canada Inc. / Amico Major Projects Inc.
Facilities management: Johnson Controls Canada LP
Financial adviser: Plenary Americas LP

The contract will be executed using IO’s Design-Build-Finance-Maintain model.

The teams will now work on their proposals, detailing how they plan to execute the project. After receiving submissions, IO and WRH will assess the proposals and finalize a contract with the chosen team.

A winning bidder is expected to be revealed in fall 2027.
