WARNING: This article may affect those who have experienced sexual violence or know someone affected by it.

Ontario’s Special Investigations Unit (SIU) has decided not to recommend criminal charges against Matthew Cox, the president of the Ottawa Police Association, who was accused of sexual assault in 2008.

The SIU mentioned that it won’t release its typical report on the case due to privacy concerns and “a risk of further deterring what is an under-reported crime.”

This independent agency stated that they consulted with the complainant prior to making their decision and noted that both the complainant and Cox received copies of the report, along with other relevant parties including the province’s attorney general.

Cox has been part of the Ottawa Police Service since 2006 and took over as president of the union representing sworn officers and civilian staff in December 2022. He continued in his role while under investigation.

<p"In a statement to CBC, Cox wrote: 'These investigations are difficult for all parties. I cooperated fully with SIU, and I am thankful that we have civilian oversight bodies that thoroughly investigate these matters.'

He expressed relief that the investigation has concluded and stated he has no additional comments on this issue.

The SIU was informed about these allegations at the end of March this year, and they closed the file last Friday.

This agency looks into fatalities, serious injuries, shots fired, and allegations of sexual assault involving police in Ontario.

If you’re in immediate danger or fear for your safety or that of others around you, please call 911. For support in your area, you can look for crisis lines and local services via the Ending Sexual Violence Association of Canada database.
