Ontario Moves Ahead with Highway 17 Expansion Project

RENFREW – The long-anticipated widening of Highway (Hwy.) 17 between Arnprior and Renfrew took a step forward on Friday as the Ontario government announced it has released a request for proposals (RFP) to design the expansion from two lanes to four.

This announcement, made at Renfrew’s town hall on Feb. 27, marks a significant milestone in a project that local leaders have been advocating for over ten years. The widening of Hwy. 17 is seen as essential for enhancing safety, boosting economic connections, and promoting the westward extension of four-lane highway infrastructure through the Ottawa Valley.

The province confirmed that the RFP pertains to a 22.5-kilometre section of Highway 17 stretching from Scheel Drive near Arnprior to about three kilometres west of Bruce Street near Renfrew.

Parliamentary Assistant to the Minister of Transportation Ric Bresee informed attendees that this step officially kicks off the next phase of the expansion.

“I’m very pleased to announce that we have issued requests for proposals, RFPs, to design the widening of Highway 17 from two to four lanes between the town of Renfrew all the way to Arnprior,” Bresee said.

He referred to Hwy. 17 as an important transportation route connecting communities in Eastern Ontario while facilitating the movement of people and goods throughout the province.

“This 22.5 kilometer stretch will generate good-paying jobs during construction and once completed will make travel safer and more reliable for drivers and businesses,” he added.

A project decades in progress

The expansion marks another advancement in a lengthy timeline filled with advocacy efforts aimed at creating a four-lane highway west of Ottawa.

In 2012, Renfrew County formally asked the province to speed up extending Highway 417 beyond Arnprior. By 2016, this four-lane highway reached Scheel Drive; however, work on completing the remaining two-lane section toward Renfrew was delayed even after design approvals were granted in 2017.

A major commitment came in 2019 when Doug Ford’s Conservative provincial government promised to widen this corridor within ten years. The following year saw progress with initial construction stages including developing a new interchange at Calabogie Road. That interchange and bridge project wrapped up in November 2023.

Friday’s announcement propels this project further along by starting detailed design work needed before major construction can begin.

Renfrew-Nipissing-Pembroke MPP Billy Denault stated that this announcement showcases years of regional pressure aimed at advancing this project.

“Hwy. 17 is more than just pavement; it’s our corridor,” Denault said. “It connects our communities, supports our economy, and brings families home every day.”

Denault pointed out that they recently switched procurement models to a design-bid-build process so local contractors can take part more easily.

“This change matters because it reflects current market conditions and gives local contractors opportunities,” he noted. “It was hard-fought change advocated for locally.”

He also mentioned that dividing this project into five contracts allows multiple sections to move forward simultaneously which reduces delays affecting overall completion time.

Safety remains key concern

The County of Renfrew officials emphasized that besides boosting economic growth, improving safety is still their main reason for expanding this highway.

County Warden Jennifer Murphy shared how residents across Ottawa Valley have been calling for improvements on Highway 17 for many years now.

“For us, this corridor plays an everyday role,” Murphy stated. “It’s where folks drive before sunrise heading off to work or where paramedics rush through when every second counts.”
