Ottawa has jumped up two places to rank fourth on the Insurance Bureau of Canada’s list of cities with the highest vehicle theft claim costs.
Toronto, Brampton, and Mississauga take the top three spots, while Ottawa moves from sixth in 2024 to fourth in 2025. The report indicates that last year, residents filed $19,840,978 in claims within the city-a staggering 363 per cent increase since 2017.
Overall claims across Ontario reached $485 million, a decrease from the $723 million reported in 2024. However, it’s worth noting that auto theft rates in Ontario remain significantly above historical averages.
“While IBC applauds the efforts of provincial and municipal governments, law enforcement and insurers in helping to curb the auto theft crisis, there is still more work to be done by all stakeholders,” said Amanda Dean, Vice-President, Ontario and Atlantic, IBC. “Ending auto theft requires a sustained, coordinated and whole-of-society approach.”

302 vehicles stolen in Ottawa this yearThis year so far,police have recorded 302 reports of stolen vehicles around the city with 187 being recovered. Officials stated through a press release that auto theft remains a pressing issue for Ottawa. In total for 2025, police noted they had received 1, 458 reports of stolen vehicles with them recovering 979. “Auto theft is a multifaceted issue funding organized crime,” said Superintendent Jaime Dunlop from Serious & Organized Crime. The police are collaborating with Équité Association to tackle these rising risks for vehicle owners. This partnership focuses on educating people about vehicle thefts while utilizing data analytics for quicker recovery. SUVs remain the most commonly targeted vehicle type within Ottawa according to police. This trend also mirrors what’s happening throughout Ontario. In their latest review of top stolen vehicles, Équité Association found that the Honda CR-V leads the list followed by other popular SUVs like Jeep Wrangler, Lexus RX Series, Toyota RAV4, Toyota Highlander and Land Rover Range Rover Series.
