Former Windsor hospital CEO tops local 'Sunshine List'

The recently retired president and CEO of Windsor Regional Hospital has taken the top spot on the Sunshine List in Windsor-Essex for 2025.

Karen Riddell earned $433,885.84 in 2025, as detailed in the public disclosure document made available under Ontario law.

This annual “sunshine list” is released every March and includes all public sector employees who earned over $100,000 in the previous year. The cutoff hasn’t changed since the law was enacted in 1996.

In 2025, more than 1,200 employees from the City of Windsor made it onto the list, which is about 100 more than last year. This group features police officers, firefighters, and high-ranking officials. City of Windsor CEO Ray Mensour, who started his role in May 2025, was the highest earner at $333,504.

Windsor Mayor Drew Dilkens received a salary of $218,949.11.
