The Observer reached out to mayoral candidates in Sarnia to respond to questions prior to the election on Oct. 26. Internet voting starts on Oct. 16.
Candidates Mike Bradley, Bill Dennis, Carrie Mc Eachran, and Scott Molson are in the race and received questions. A fifth candidate, George Stanko, was also sent questions but has announced he is no longer running.
Responses have been shortened for clarity.
This update includes responses from Bill Dennis, who mentioned that he missed the initial email with questions.
How would you prioritize the city budget? What’s top priority and what has to wait?
Mike Bradley
Mike Bradley. (Tyler Kula/ The Observer)
As mayor, I am required under provincial strong mayor powers to present the budget.
Together with the chief administrator and staff, we conduct a comprehensive review of the budget as a team before it goes to council.
Last year, I reduced a proposed 14 percent increase down to three percent prior to council’s review. This reduction was supported by council.
My priorities for the city budget focus on essential services: no service cuts and avoiding debt that would significantly increase average tax bills.
Infrastructure projects that are affordable and manageable come first. In my last term, we invested nearly $300 million into road repairs, sewer upgrades, a new fire hall, two new transit terminals, two libraries, two splash pads, and significant renovations at Progressive Auto Sales Arena.
Bill Dennis
Bill Dennis. (Tyler Kula/ The Observer)
My top priority is protecting taxpayers while ensuring essential services are delivered effectively. Residents and businesses in Sarnia already face enough financial strain; city hall must operate within its means just like those who pay for these services do.
Our focus should be on roads, infrastructure improvements, public safety measures, reliable services and creating an environment where businesses can invest and generate good jobs.
I’ve consistently opposed unnecessary spending at city hall over the years – including millions wasted on outside consultants. I’ve repeatedly called for significant cuts in these areas because we need to evaluate spending that doesn’t truly benefit taxpayers.
Every dollar spent needs justification.
We should also re-evaluate our longstanding financial agreement with Lambton County so that taxpayers receive fair treatment and current cost-sharing reflects today’s realities.
Economic development is vital since expanding our tax base offers a better long-term solution than continually raising taxes on current residents.
Projects that can wait include expensive non-essential ones we simply can’t afford right now; for instance , I won’t support the proposed $91 million to $120 million police headquarters as it would impose an undue financial burden on struggling families. p >
My message is clear : essential services come first , followed by job creation. Wasteful spending must go. Taxpayer interests always take precedence. Sarnia comes first. p >

Carrie Mc Eachran. (Tyler Kula/ The Observer)
My main goal is protecting essential services while addressing everyday infrastructure like roads , water , sewer systems , flood prevention measures , public safety initiatives , along with maintaining existing resources. strong > p >
When funds are limited , new discretionary capital projects must meet higher standards before moving ahead ; council should evaluate demonstrated needs , total costs including ongoing maintenance & operational expenses available funding sources & impacts on other priorities beforehand. p >
We need effective management of what we currently have while addressing urgent issues & enhancing our tax base so we can invest further into critical infrastructure necessary for sustaining resident-dependent services moving forward. p >

My primary focus will be organizing Sarnia’s finances effectively whilst safeguarding necessary public utilities. Roadways, wastewater, sewerage systems stormwater management, safety protocols & upkeep of existing structures shall take precedence over additional luxuries or wishes here! P>
I intend upon conducting thorough examinations surrounding expenditures staffing levels external consultants contracts programs determining what remains indispensable how operations could occur more efficiently whether anything may hold off until later dates. I refuse allowing constant resorting back towards taxpayers anytime problems arise!
The anticipated operating budget stands at$196.4million whilst significant infrastructural renewal requirements remain unmet currently!
My straightforward strategy involves prioritizing fundamentals first controlling operational expenses investing critically needed structural enhancements eventually advancing plans when feasible without financial strains attached !
Should The City Be Cutting Police Spending After Four Years Of Substantial Growth? Should Strong Mayor Powers Help With That? h2 >
Mike Bradley h2 >
The province must empower mayors alongside councils enabling us tackle out-of-control administrative police expenditures rather than relying solely upon unaccountable provincial appointments tasked with raising taxes among citizens !
I reached out last year contacting all Ontario mayors asking their backing against inflated policing costs receiving positive responses across board !
I fully support rank-and-file officers as well as civilians involved-not growing bureaucratic structures overshadowing them!
I prefer council wielding authority collectively instead of singularly vested solely within mayor’s hands alone overall governance system!
Through using strong mayor powers successfully last year I managed prevent approval regarding unnecessary$100-million-plus new police station proposal which provinces declared cannot occur again going forward henceforth!
Bill Dennis h2 >
I’m entirely supportive towards our dedicated law enforcement personnel undertaking difficult tasks safeguarding community yet such endorsement doesn’t imply providing blank checks blindly either way !
I aim becoming Sarnian’s most law-abiding leader ever witnessed throughout history here-onward without reservations whatsoever !
Police expenditure patterns have increased substantially lately thus taxpayers deserve coherent explanations concerning allocations distinction between frontline policing roles versus administrative burdens associated henceforth additional positions arising continuously affecting budgets exponentially harming stability therein long run potential outcomes thereof entails negative repercussions encountered thereby if neglected intentionally otherwise overlooked altogether!
I stood firmly against proposals ranging from91 million up through120 million pertaining towards building extravagant headquarters planned earlier this year due scrutiny warranted considering every expense incurred thereon directly affecting property taxation rates borne ultimately citizens shoulders alike! Strong >
The police service board-comprised of myself alongside fellow candidate Carrie Mc Eachran-has approved increasing requests upwards exceeding3 million dollars recently aimed renovating existing facilities presently standing tall despite opposition mounting steadily since inception thus equating overall implications equivalent potentially leading anywhere between3%to4%property tax hikes triggering burdensome scenarios occurring amidst economic hardships already looming presently felt deeply impacting families/businesses alike needing relief now yesterday even sooner! em>
If elected I’ll ensure accountability demanded throughout entire department operational overheads simultaneously reaffirm commitment prioritizing front-line officers resources needed fulfilling duties entrusted upon them faithfully working hard daily protectively serving communities wherever they call home sweet home period amen!!
