Construction of Cedar Crescent Village to Start Soon

The building of the Cedar Crescent Village (CCV) project along the Port Elgin waterfront is about to kick off.

The Town of Saugeen Shores has been informed by 2706913 Ontario Inc. that work will commence on January 3, 2025.

This initiative is a collaboration between public and private sectors, blending commercial, recreational, and community spaces. The plans feature retail shops and dining options, a gamespace for fun activities, an indoor farmer’s market that can also serve as a concert and event space, along with various other amenities.

Mayor Luke Charbonneau highlighted how significant this project is.

“With this development, we are continuing to build an outstanding waterfront destination that supports both community needs and economic growth,” he said. “Cedar Crescent Village is a cornerstone of our Waterfront Master Plan.”

The phased construction of the project has received multiple regulatory approvals. Building permits for both the north and south phases were granted in March and December respectively, finalizing structural designs and ensuring adherence to Ontario’s building codes. The Saugeen Valley Conservation Authority along with the Ministry of Environment, Conservation and Parks have also given their approval for the development, which included issuing a Permit to Take Water in 2022.

Phase One targets the north building, which will include public restrooms, an ice cream shop, and a partially covered “gamespace” providing activities throughout the year. Phase Two will feature a restaurant as well as the indoor market venue. The construction schedule must meet a two-year completion timeline starting from when the initial building permit was issued.

Even though there have been some concerns and legal challenges regarding the CCV project over time, the Town has stood firm in defending its processes. Critics-including local residents and lawyers-have voiced worries about how surplus land declarations and lease agreements were managed. However, in 2023, the Ontario Superior Court dismissed a lawsuit confirming that the Town’s processes were appropriate.

Cedar Crescent Village is projected to bring in annual lease payments exceeding $82,000 based on its footprint. You can find updates on how this project progresses at saugeenshores. ca/CCV.
