The construction of the Cedar Crescent Village (CCV) project at the Port Elgin waterfront is about to start.
The Town of Saugeen Shores has been informed by 2706913 Ontario Inc. that work will kick off on January 3, 2025.
This initiative is a public-private partnership that mixes commercial, recreational, and community spaces. Plans include shops and dining options, a gamespace, an indoor farmer’s market that can also serve as a concert and event venue, along with other amenities.
Mayor Luke Charbonneau highlighted how important this project is.
“With this development, we are continuing to build an outstanding waterfront destination that supports both community needs and economic growth,” he said. “Cedar Crescent Village is a cornerstone of our Waterfront Master Plan.”
The phased construction of the project has received several regulatory approvals. Building permits for both the north and south phases were granted in March and December respectively, finalizing structural designs while ensuring they meet Ontario’s building codes. The Saugeen Valley Conservation Authority and the Ministry of Environment, Conservation and Parks have also approved the development, including issuing a Permit to Take Water in 2022.
Phase One focuses on the north building which includes public washrooms, an ice cream shop, and a partially enclosed “gamespace” for year-round activities. Phase Two will feature a restaurant along with the indoor market space. The timeline for construction follows a two-year completion requirement starting from when the initial building permit was issued.
Although the CCV project has encountered some criticism and legal challenges over time, the Town has continually defended its procedures. Critics-comprising local residents and legal experts-have voiced concerns regarding surplus land declarations and lease agreements. Nevertheless, an Ontario Superior Court dismissed a lawsuit in 2023, affirming the Town’s processes.
Cedar Crescent Village is projected to generate yearly lease payments exceeding $82,000 based on its footprint. Updates on its progress can be found on the Town of Saugeen Shores’ website at saugeenshores. ca/CCV.
