Peterborough City Council has received an update regarding the increasing delays in Ontario’s tire recycling program, as the Peterborough County/City Waste Management Facility continues to manage a substantial backlog of scrap tires.

A report presented to council indicates that recent changes to Ontario’s tire recycling system have made it challenging for collection sites to obtain timely pickup services.

As a consequence, the facility at 1260 Bensfort Rd. is now storing between 8,000 and 9,000 scrap tires-more than double its usual inventory of 3,000 to 4,000 tires.

Ontario’s Tire Program operates under an Extended Producer Responsibility framework set up through the Resource Recovery and Circular Economy Act, 2016. Under this system, tire producers and Producer Responsibility Organizations are tasked with collecting and recycling end-of-life tires and covering the related costs.

The report notes that municipalities and collection sites across Ontario have been facing significant collection delays since early 2026 due to issues within the provincial recycling system.

Council agreed to receive the report, which details the current situation at the local waste management facility.
