Nuclear giant based in Oshawa takes top spots in annual Ontario Sunshine salary list

With Ontario Power Generation relocating its headquarters to the former General Motors Canada office on Colonel Sam Drive in Oshawa last year, Durham Region can proudly claim that the five highest-paid public sector employees – and seven of the top ten – all work in this area every day.

Former OPG CEO (and now ‘special advisor’) Ken Hartwick once again topped the annual Ontario Sunshine list, earning a salary of $1,907,409 in 2025 – making him number one in the province among non-private sector workers.

OPG CEO Nicolle Butcher is #2 on the Ontario Sunshine list

Following closely is current CEO Nicolle Butcher, with just under $1.6 million, then Chief Nuclear Officer Steve Grigoris ($1,092,855), CAO Aida Cipolla ($1,013,496), and Chief Projects Officer Subo Sinnathamby ($981,476).

Chief Nuclear Engineer Mark Knutson ($856,947) and Senior Vice-President of Nuclear Jon Franke ($826,655) ranked #8 and #9 on the list. University Health Network CEO Kevin Smith ($939,603), Hospital for Sick Kids CEO Ronald Cohn ($880,013), and Ontario Pension Board CEO Mark Fuller ($826,236) filled out the top ten in sixth, seventh, and tenth positions respectively.

The Sunshine List was on Friday and includes over 400,000 public sector employees making more than $100,000.

Among elected officials in Durham Region, Whitby Mayor Elizabeth Roy came in at #1 with a salary of $210,673. Clarington Mayor Adrian Foster ($207,232) and Ajax Mayor Shaun Collier ($210,673) also earned over $200K.
