London’s Highest Public Salaries for 2025 Revealed

Top executives from Western University in London, along with leaders from major hospitals, were among the highest paid public sector employees in Ontario for 2025, earning over $100,000 annually.

Julian Birkinshaw, the dean of Western’s Ivey School of Business, leads the Sunshine List with a salary of $656,639. This marks an increase of more than $400,000 compared to his earnings in 2024, when he made $254,166.

A spokesperson from Western noted that Birkinshaw started his role as dean in August 2024, so his salary for 2025 reflects his first full year at the position.

Following him on the list is Dr. John Yoo, who serves as the dean of the Schulich School of Medicine & Dentistry at Western and earned $632,706 last year.

In health care, Roy Butler stands out as president and CEO at St. Joseph’s Health Care London with a salary of $483,820. The vice-president of medical and academic affairs at the hospital, Adam Dukelow, ranked second with an income of $444,129.

For municipal salaries, London police Chief Thai Truong was at the top with a compensation package totaling $324,684. The City Manager Sandra Datars Bere followed closely behind with earnings of $305,012.

Caroline Mulroney from Ontario’s Treasury Board pointed out that retroactive payments due to the repeal of Bill 124-which limited public sector wage growth to one percent per year for three years-contributed significantly to last year’s salary hikes.

Additional factors included outcomes from collective bargaining agreements and extra pay periods across various organizations.

“Over 50 per cent of this year’s growth was driven by municipalities which include local police and fire services whose work continues to protect Ontario communities,” Mulroney added.
