Prime Minister Mark Carney’s consistent commitment to keep his government focused on issues within Canadian control could face challenges today, as he meets with leaders from the 55 other Commonwealth member countries in Antigua.

As he boarded his flight with his wife Diana on Monday, Carney seemed to brush off reporters shouting for updates regarding his recent conversation with U. S. President Donald Trump over the weekend.

While trade negotiations could heat up again, they are currently sidelined as the White House concentrates on the upcoming midterm elections and their implications.

The future of Canada’s relationship with the U. S. looms large over Carney’s agenda, making it tough to focus on anything else. However, this week’s Commonwealth discussions mark the beginning of a series of multilateral summits where Canadian officials will seek out new partnerships in trade, security, and diplomacy.

Commonwealth summit taking place ‘at crucial time,’ Carney says

During a meeting with Gaston Browne, Prime Minister of host country Antigua and Barbuda, Prime Minister Mark Carney referred to the Commonwealth Heads of Government Meeting as a ‘unique gathering’ representing 56 nations and 2.7 billion people.

Here are five things to keep an eye on:

1. Efforts to double intra-Commonwealth trade

The Commonwealth has three key priorities heading into 2030: democratic resilience, economic resilience, and environmental resilience.

Regarding that first priority, ministers-including Foreign Minister Anita Anand-met Sunday to celebrate Gabon’s restoration of an elected government after its membership had been partially suspended due to a military coup in 2023.

However, this summit is primarily focused on trade partnerships: specifically aiming to reduce trade barriers and double commerce between member nations by their next biennial gathering.

This aligns perfectly with Carney’s government’s goal to shift away from dependence on the U. S.

“I think people don’t realize the economic clout of the Commonwealth. There’s almost a trillion dollars of trade,” remarked Arif Lalani, a former diplomat who was involved during Canada’s last attendance at the Commonwealth Summit in 2022.

“Studies show it’s cheaper to do business among Commonwealth countries since we share similar practices and regulations. So it’s definitely worth pursuing economic diversification,” Lalani stated.

WATCH | What the Commonwealth could offer Canada:

Carney should see Commonwealth as trade opportunity: secretary-general

As Prime Minister Mark Carney arrives in Antigua and Barbuda for this meeting, Commonwealth Secretary-General Shirley Botchwey tells CBC’s Janyce Mc Gregor that Canada should view this association of 56 member states as an alternative trading option.

His concern is that while interest in the Commonwealth is growing quickly, its ability to deliver may not be keeping pace.

Leaders need to adopt a more outcome-oriented approach toward trade partnerships; he also supports expanding this focus into defense and security cooperation as well.

Given current global tensions over critical shipping routes like the Strait of Hormuz affecting international commerce, “Commonwealth countries have extensive coastlines and strong naval forces; I believe there’s potential for enhanced maritime cooperation,” Lalani noted.

2. Developing Caribbean relationships

This marks Carney’s first trip to the Caribbean since becoming prime minister.

He’ll address any diplomatic gaps this morning during a bilateral meeting with Antigua and Barbuda’s Prime Minister Gaston Browne followed by a working breakfast hosted by Canada for all attending Caribbean leaders at this year’s summit.

While not all CARICOM leaders will be present , officials informed reporters that this breakfast provides an opportunity for discussing trade , investment , climate action , and regional security. P >

Vandana Kattar , who previously worked in Trudeau’s office , finds sense in how Carney has approached matters so far. P >

” Multilateralism is important to him ,” she expressed. She believes that he prioritized significant issues initially – going after easier connections with Europe while trying resolving tariff conflicts with China. P >

” Those are big pieces he’s managed quite well ,” she added. Yet he must also work on smaller aspects such as strengthening ties within Caribbean regions; otherwise it won’t complete his overall strategy.” P >

۳٫ Financial commitments related climate change H2 > “ You can’t visit Caribbean nations without addressing climate resiliency,” Kattar said. “ They’re among those most affected.” P > Canada has already pledged $4.65 million over three years towards supporting small island states through commonwealth climate finance access hub while announcing another major commitment totaling $13 billion intended help developing nations adapt consequences arising from climate changes-like increased hurricane intensity-over next five years. Officials indicated beforehand that one aim for Canada would be amplifying voices amongst smaller partners when discussing climate matters leading up trips abroad. “ That builds trust which ensures visibility around Canada’s reliability & trustworthiness whilst listening actively without pushing own agenda,” stated Soomin Han from Climate Action Network.  Han feels discussions about climate financing between large & small members may yield better results than typical United Nations conferences where larger powers often impede progress.. ” Countries shouldn’t have additional debts imposed just because they’re facing crises they didn’t significantly create,” she emphasized.
