This is the third part of CBC Sudbury’s series on how northern Ontario is addressing its electricity needs.
Both Ontario and various First Nations believe that a new transmission line connecting Barrie and Sudbury could serve as a model for economic partnership.
“It’s an opportunity for First Nations to come together and enter into a partnership that will be mutually beneficial, both for the province and for the First Nations,” said Shane Tabobondung, chief of Wasauksing First Nation, one of 11 nations likely affected by the transmission line.

The powerline initiative is part of Hydro One’s equity partnership model, allowing eligible First Nations to invest in significant energy projects.
Introduced in 2022, this model offers First Nations a 50 percent equity stake in all new large-scale capital transmission line projects valued at over $100 million.
The proposed 500-kilovolt line would stretch between the Hanmer transformer station in Greater Sudbury and the Essa transformer station near Barrie. It is one of two major transmission initiatives being fast-tracked by the province in northern Ontario, along with a 230-kilovolt line between Dryden and Red Lake.
Energy and Mines Minister Stephen Lecce stated that the Barrie to Sudbury line is necessary as electricity demand – fueled by mining, housing, agriculture, and industrial growth – increases across northern regions.
The province signed a memorandum of understanding (MOU) earlier this year with the Energy Corridor First Nations (ECFN) – a group consisting of those 11 First Nations which include Henvey Inlet, Dokis, Shawanaga, Wahnapitae, Magnetawan, Moose Deer Point, Nipissing, Atikmeksheng, Alderville, Wasauksing and Mississauga of Scugog Island First Nations.
“They not only have been fully consulted; we’ve signed the MOU which establishes an obligation on how we collaborate moving forward,” Lecce remarked.
For several involved First Nations regarding the Barrie to Sudbury project, this new line represents more than just construction; it symbolizes economic collaboration, long-term job opportunities, environmental responsibility and meaningful participation beyond simple consultation.
First Nations aim for lasting involvement
“We’re definitely looking for how economic reconciliation can happen within this new priority to extend those Barrie to Sudbury lines,” said Tabobondung.
Tabobondung mentioned that communities see this project as an opportunity to reshape their relationship with Hydro One and better integrate into the energy sector through active roles in “the governance and management.”
The hope is that there will be workforce development initiatives along with training chances, construction jobs, leadership positions and ongoing involvement once operational.
James Jenkins, executive director of Indigenous Clean Energy-a national non-profit focused on training programs for Indigenous communities engaged in clean energy projects-emphasized that ownership can lead to transformative outcomes.
“There’s now greater expectation across Canada but especially in Ontario that Indigenous communities who hold rights will have an equity participation aspect whenever new transmission lines are planned,” Jenkins explained.
This equity can signify not just financial interest but also deeper engagement in planning processes alongside apprenticeships or subcontracting possibilities among other community advantages.
“The further we move from passive financial participation toward leadership roles in planning decisions about projects-the better it becomes,” he noted.
A statement from Chief Lloyd Noganosh of Magnetawan First Nation expressed that collaboration on completing the Sudbury to Barrie transmission line must be done “in true partnership” with all involved Indigenous nations.
This means creating plans consistent “in true partnership with First Nations while respecting our inherent rights as well as our vital duty towards land stewardship-and our rightful role shaping our territories’ economic futures,” stated their message.
The Magnetawan First Nation affirmed that through MOU arrangements they ensure values intrinsic to their communities are woven throughout all phases including “planning design construction ownership operation” aspects related directly back into this undertaking
The province views these models as stepping stones beyond mere consultations
Ontario’s minister responsible Greg Rickford believes these efforts indicate shifting paradigms surrounding how Indigenous peoples engage alongside larger infrastructural endeavors
“Community partnerships forming locally reflect our commitment via programs like Indigenous Opportunities Fund designed specifically so resources empower them towards equitable positions within such ventures,” he elaborated further explaining potential benefits derived from such collaborative frameworks
