Alert Goes Out Across Ontario for Local Incident

Alert Goes Out Across Ontario for Local Incident

Last Thursday, as people were getting home from work and preparing dinner, phone notifications lit up in Toronto, Barrie, Peterborough, and other areas with an urgent message.

The alert read “Emergency alert,” advising the public to stay indoors while police looked into a homicide case. The suspect was described as an “Unknown male.”

Local police later clarified that the shelter-in-place order was only meant for one neighborhood in Pickering, Ont. While the alert included an address and mentioned Durham Region, it did not specify the town or neighborhood.

This emergency notification was triggered by the random fatal stabbing of an 83-year-old woman in northwest Pickering. Police arrested a 14-year-old boy in connection with the incident and charged him with first-degree murder.

The alert provided no details about this situation but warned everyone across the Greater Toronto Area to secure their homes.

A spokesperson from Durham Regional Police explained to that “The area the alert extends to and what information is released is at the discretion of the OPP.”

“My understanding is the reach of the alert went further than the requested area as the armed suspect was mobile and there was an imminent threat to public safety,” they added.

Hank Idsinga, a Crime Analyst at , noted that although it covered a large area, using such broad powers for an emergency alert made sense given circumstances.

“He was on foot. How far could he possibly get on foot? Right around the corner is where he might have had a car park,” he suggested.

“This is a great tool that really probably should be used a lot more, especially with murder investigations.”

The alert itself came out nearly three hours after the crime took place.

Acting Staff Sgt. Joanne Mc Cabe stated that they issued it as fast as possible under those circumstances.

“It’s not always a matter of minutes; it’s about whether they know each other or if there’s a threat to public safety. We also consider where he might have gone,” she said.

“There are investigative steps that need to take place; those steps occurred before communicating with OPP who then issued the alert.”

The OPP confirmed that they acted quickly once they received Durham Regional Police’s request for an alert.

“Once we got that request for an alert, it took less than 20 minutes to issue,” said OPP in a statement. “During this time period we need to review and translate what has been requested before issuing it.”

An unidentified error led some devices to incorrectly categorize alerts as being related to terrorism.

“The error regarding the alert being categorized as terrorism was a technical malfunction,” OPP clarified.

“Once this error was recognized, we corrected it. We’re currently investigating why this malfunction happened and working towards fixing it.”

This series of events left many people looking for answers.

At Queen’s Park during his latest cabinet reshuffle, Ontario Premier Doug Ford established a full-time Minister of Emergency Preparedness and Response position. This role used to be part of another ministry within Treasury Board.

However, new minister Jill Dunlop told on Monday that she still hadn’t received any briefing about what happened with this emergency alert or its issues.

“We haven’t discussed nor had any debriefing on this situation yet so I can’t comment right now,” Dunlop mentioned when asked if she’d like more protocols regarding emergency alerts.

“Absolutely! We’ll talk more about these things moving forward.”

Dunlop’s office indicated questions concerning emergency alerts should go through Solicitor General or Ontario Provincial Police instead.

The solicitor general’s office replied saying it’s up to OPP to determine how wide alerts go out so they’re responsible for answering questions too.

Ontario NDP Leader Marit Stiles raised concerns over having someone solely responsible for emergency preparedness if she hasn’t been briefed on recent alerts.

“I’m worried knowing they’ve got someone whose whole job focuses on these situations but she doesn’t know why or how this happened?” Stiles expressed.

“Her entire role deals with emergencies yet she lacks insight? It makes me question their decision-making.”
