Plans for the Living Arts Centre and Downtown Area
Council supported a new vision and strategic framework presented by staff to guide future analysis, stakeholder engagement, and reporting regarding the redevelopment of City-owned lands in downtown Mississauga, including the Living Arts Centre (LAC) property.Key points of the motion:
Mississauga’s downtown is undergoing significant transformation due to major transit investments, continuous population growth, job creation, and rising demand for cultural and tourism infrastructure. City-owned properties like the LAC site offer a rare opportunity to shape the long-term economic, cultural, and civic landscape of downtown. Tourism plays a vital role in Mississauga’s economy and directly benefits residents. The vision aims to boost Mississauga’s visitor economy by attracting new spending that wouldn’t otherwise occur in the city while enhancing resident value through cultural assets. Elements of this new vision include: A convention centre and hotel with a size between 400,000-500,000 square feet A cutting-edge music hub featuring a venue for 2,500-5,000 attendees, recording studios, and a music school located on Community Common park land. Boosting Tourism for FIFA World Cup 2026
Council approved a motion asking the Registrar of Alcohol and Gaming Commission of Ontario to allow local bars and restaurants in Mississauga to extend alcohol service hours until 3 a. m. during the FIFA World Cup in 2026.Key points of the motion:
The City of Mississauga acknowledges residents’ excitement as local fans gather to support their teams during World Cup matches. World Cup games provide an excellent chance for community celebration. To align with late-night match broadcasts while supporting local businesses-and allowing fans to enjoy watching together-Council directed staff to seek permission from Ontario’s Alcohol and Gaming Commission for extended alcohol service hours during World Cup matches from June 11 to July 19. Extension of Development Charge Incentives
Council approved extending previously established development charge incentives for residential projects that have building permits issued before November 13, 2026. This applies also for rental housing developments up until December 31, 2027.Key points of the motion:
Council understands that these development charge incentives are crucial in promoting more housing supply and improving housing affordability. The deadline extension contained in Resolutions 0015-2025 and 0031-2026 will help developers plan ahead while continuing efforts toward increasing housing availability past 2026. Using Housing Accelerator Fund for Land Acquisition
Council authorized staff to grant $1 million from its Housing Accelerator Fund to Indwell for facilitating land acquisition aimed at affordable housing development.Key points of the motion:

Indwell is a recognized non-profit organization known for successfully developing affordable housing within Mississauga. Options Regarding Value-for-Money Audits
Council evaluated four different options concerning Value-for-Money (VFM) audits at City Hall. The decision was made to maintain current Internal Audit staffing levels while adding two residents onto Audit Subcommittee roles.Key points of the report:
Following Council’s request from January 28, staff provided insights into: The roles played by both City’s Audit Committee as well as Internal Audit Division regarding VFM audits The procedure followed when requesting such audits at City Hall Four options were considered regarding VFM audits: Maintaining status quo with current Internal Audit team Increasing Internal Audit personnel numbers aimed at completing annual VFM assessments Hiring an External Consultant tasked specifically with ad hoc VFM evaluations Engaging an Independent Auditor General Council decided on sticking with existing practices using Internal Audit resources plus adding two community members onto its audit subcommittee.
