THUNDER BAY, Ont. – Ontario Provincial Police report that seven individuals are now facing a total of 80 charges under the Criminal Code and Controlled Drugs and Substances Act following a drug trafficking investigation in Thunder Bay.

This operation was conducted by the OPP-led Provincial Guns and Gangs Enforcement Team, along with members from the Thunder Bay Police Service and Nishnawbe Aski Police Service, collaborating with the Thunder Bay OPP Community Street Crime Unit. Authorities claim this investigation targeted a network believed to be moving drugs from the Greater Toronto Area into Thunder Bay.

All individuals accused are considered innocent until proven guilty in court.

Search Warrants Carried Out on Egan Street and Secord Street

The OPP announced that officers executed three search warrants on Wednesday, May 13, at homes located on Egan Street and Secord Street in Thunder Bay.

The searches were conducted by members of the OPP Provincial Guns and Gangs Enforcement Team, along with the Thunder Bay Police Service Emergency Task Unit, OPP Organized Crime Enforcement Bureau, OPP Provincial Operations Intelligence Bureau, OPP Investigation and Enforcement Bureau, Nishnawbe Aski Police Service, and the RCMP.

Authorities report they seized: Three loaded handguns, ammunition along with extended magazines, approximately 290 grams of suspected cocaine, about 220 grams of suspected crack cocaine, $3,900 in Canadian cash, six cellphones, and two digital scales.

The estimated street value of the seized drugs is around $40,000 as per police estimates.

Adults Facing Charges in This Case

Police have identified five adult suspects involved in this case.

Rosemarie Loon, 50 years old from Thunder Bay, is facing 23 charges including unauthorized possession of a firearm, possessing a weapon for a dangerous purpose, careless storage of a firearm, knowledge of unauthorized possession of a firearm, possessing a loaded restricted firearm, possession of a prohibited device; she also faces charges for failing to comply with a release order as well as possession of property obtained by crime under $5,000 and possession for trafficking cocaine.

The OPP indicated that Loon has been remanded into custody for her bail hearing scheduled for May 27 at the Ontario Court of Justice in Thunder Bay.

Phillip Arpin aged 63 from Thunder Bay is charged with possession for trafficking cocaine. The police stated that Arpin was remanded into custody after his bail hearing and will appear before the Ontario Court of Justice on June 12.

Dollena Blaschek who is 48 years old also from Thunder Bay faces charges for possession intended for trafficking cocaine as well as possession of property obtained through crime under $5,000. The OPP reported that Blaschek has been remanded into custody pending her bail hearing set for May 27 in court.

Jayden Nwoko aged 23 from Montreal is charged with possessing proceeds derived from crime under $5,000 along with possession intended for trafficking cocaine. According to police reports Nwoko has been remanded into custody after his bail hearing scheduled for May 27 in court.

Jacob Vaillant aged 36 from Thunder Bay is facing charges related to failing to comply with an order upon release. The OPP confirmed that Vaillant was also remanded into custody awaiting his bail hearing set for May 26 at court in Thunder Bay.

Charges Filed Against Two Young Individuals

Two suspects from Scarborough have only been identified by police as young persons. One is noted to be 18 years old facing a total of 26 charges while the other one aged 16 has been charged with 25 counts.

Their identities won’t be released due to legal restrictions. The Youth Criminal Justice Act generally prevents disclosing names or identifying details regarding young individuals processed under this law unless exceptions apply.

Bail hearings have led both young persons being placed in custody according to authorities’ statements.

A Look at What These Charges Imply Under Canadian Law

The allegations concerning firearms involve various offences defined within the Criminal Code. Unauthorized possession detailed under section 91 relates to having firearms or similar items without proper licensing or registration which could lead up to five years imprisonment if pursued via indictment or summary conviction process.

An allegation regarding knowledge about unauthorized possession covered by section 92 holds more weight since it indicates awareness about illegal ownership; maximum punishment can reach up to ten years behind bars if indicted.
Possessing loaded restricted firearms governed by section95 may result in sentences reaching fourteen years via indictment or alternate summary convictions depending on circumstances noted during trial proceedings.
Careless handling relating usage transportation storage implicated against section86 carries potential penalties ranging between two-year terms first time offenders subsequently escalating maximum sentence up-to five year terms repeated violations following similar judicial paths chosen.
