The City of Hamilton is getting ready to find development partners for a long-term ground lease at 115 Campbell Ave., a city-owned site planned for affordable housing in the Crown Point East area.

The city intends to initiate a competitive process for a nominal 40-year land lease for the location, which is currently functioning as a municipal parking lot. This effort aims to secure a non-profit affordable housing provider to collaborate with the city on a mixed-use, medium-density residential project.
This property is situated near Ottawa Street North within an area designated as a Major Transit Station Area and is planned for development under proposed Mixed Use Medium Density (C5) zoning. Initial guidelines allow for a building of up to around six storeys or 22 metres while still keeping some municipal parking available on site.
City officials believe this project presents an excellent chance for experienced developers to assist in delivering quality, affordable housing in an expanding urban neighborhood.
A zoning by-law amendment will be necessary to allow for residential development. Before that takes place, the city’s Corporate Real Estate Office will oversee the competitive partner selection process regarding the sale or lease of the property.
After selecting a preferred partner and signing a conditional agreement, preliminary concept plans will be created and submitted as part of an official consultation application. This application will outline required technical studies needed to evaluate capacity, compatibility with nearby uses, and any infrastructure upgrades needed.
The conditional agreement will also help ensure minimum affordability standards and other obligations related to the project are met.
This site is located in Ward 4, and potential development options will continue being refined throughout the pre-development stage, taking public feedback into account to enhance site functionality.
