A foreign national, believed by police to be linked to a criminal group operating in York Region, has been taken into custody. Meanwhile, two other suspects are still on the run following a violent robbery of an elderly woman’s jewellery in Richmond Hill last month.
York Regional Police shared video evidence from the incident, which occurred on Friday, July 15, around 11:15 a. m. in a parking lot near Yonge Street and Canyon Hill Avenue.
The footage captures a white 2024 Nissan Rogue moving along as the 78-year-old woman collapses beside it.
The events leading up to her fall are blocked by a pillar; however, a spokesperson from York police informed City News that the woman’s necklace was forcibly taken and she was briefly dragged by the vehicle before falling hard to the ground.
A Good Samaritan is then seen rushing to assist her as the car speeds away.
Following their investigation, police identified the driver as 35-year-old Radu Oracel.
He is facing charges of robbery and dangerous driving.
A male and female were also present in the vehicle at that time but remain unidentified.
Investigators mention that the car was rented and has already been returned.
“Investigators believe Oracel is part of a criminal network of foreign nationals operating in York Region with the primary intention of committing crimes,” according to a police statement.
“There is a concern that other victims have yet to come forward; therefore, Oracel’s image is being released to the public.”

In the meantime, York police are urging citizens to stay alert by following these tips:
• Be cautious if strangers approach you for conversation
• Stay aware if someone seems overly friendly or tries to get too close while asking for directions
• Keep your valuables secured and out of easy reach
• If you notice any suspicious behavior or become a victim yourself, contact police right away
