Authorities are on the lookout for four individuals connected to an organized group involved in over 20 burglaries throughout Whitby.
From November 2025 to February 2026, detectives from the Central West Division Criminal Investigations Branch began probing into four suspects who carried out numerous break-and-enters. Consequently, investigators initiated Project Sonoma aimed at dismantling this small criminal organization. The suspects would break into homes by shattering the rear sliding glass doors and focus on the master bedroom to steal high-value items.
Ion DULCEANU, 25 years old from Toronto is wanted for: Break-and-Enter x20.
Madalin-Florin MOLDOVEANU, 31 years old from Toronto is wanted for: Break-and-Enter x20.
Ionel DUMITRU, 52 years old from Toronto is wanted for: Break-and-Enter x20.
Victor DUDUIANU, 55 years old from Oshawa is currently in custody with another police service and wanted for: Break-and-Enter x20.
The suspects are also facing charges from multiple police departments.
MOLDOVEANU, DULCEANU, and DUDUIANU are dealing with at least 21 charges with the Halton Regional Police Service related to similar crimes.
DUMITRU and DUDUIANU face at least six charges with York Regional Police regarding similar offences.
MOLDOVEANU, DULCEANU, and DUDUIANU have a minimum of 39 charges with the Toronto Police Service related to similar crimes.
Investigators urge these individuals to seek legal counsel and surrender to authorities. Anyone aiding these suspects in evading capture may be committing an offence under the Criminal Code of Canada and will face prosecution fully.
