The debate over bike lanes is still really heated in Toronto, but now Ottawa has to face the consequences.
According to a memo from city staff reported by the , Ontario’s new regulations regarding bike lanes will affect 27 transportation projects in Ottawa. The good news is that most of those projects aren’t getting cancelled.

Out of the 27 affected projects, the city indicates that 20 can proceed with some minor design modifications. Seven others are still under review since the provincial rules might significantly influence their designs. Honestly, no one seems to know what this latest development will lead to-or if it was just a strategy for votes.

The appeal and the bike lane saga since 2024

This legislation is part of Premier Doug Ford’s government’s rules limiting municipalities from eliminating traffic lanes to create bike lanes. This law aimed to remove protected lanes on major roads like Bloor Street, Yonge Street, and University Avenue.

That initiative ended up being challenged in court. In 2025, a lower court determined that removing the Toronto lanes was unconstitutional due to increased risks for cyclists. The Charter challenge initiated by Cycle Toronto led to a win for bike lane supporters. For a brief moment, all seemed well as cyclists across Toronto-and Ontario-breathed a sigh of relief and cheered! Then came the dramatic twist:

A month later, the province filed an appeal. Just last Friday, this month saw the Ontario Court of Appeal overturn that decision. It now looks like plans for removing lanes in Toronto can move forward. (Cycling advocacy groups maintain that this fight isn’t finished yet-but that’s another story entirely.)

The sitch in Ottawa

Ottawa isn’t dealing with the removal of existing bike lanes like in Toronto; instead, it faces challenges when trying to develop new cycling infrastructure on roads where doing so would require taking space away from vehicles.

The city has 124 cycling projects outlined in its Transportation Master Plan. Of these, 85 aren’t impacted by provincial restrictions.

The remaining 27 cover quite a range: thirteen are retrofitting projects for cycling, five relate to road renewals, seven are tied into major road and transit initiatives, one focuses on road safety improvements while another aims at neighborhood traffic calming.

Some exceptions exist within provincial rules as well; full-time parking lanes aren’t included in these regulations and Ottawa can still remove traffic lanes for pedestrian upgrades or safety measures related to transit.

This means Ottawa can continue expanding its cycling infrastructure; however, some aspects may need adjustments to fit them onto current roads.

City officials described the overall effect on Ottawa’s biking plans as “relatively modest” and expect they’ll have more updates for committee and council before early 2027 when preparing for the budget.

The legal battle unfolded in Toronto. In contrast, Ottawa’s situation feels more straightforward: certain biking projects must now be redesigned because they can’t take away traffic lanes as initially intended.

And the rest of Canada

This ongoing bike lane dispute may have wider implications beyond Ontario.

The Alberta government has certainly been paying attention-and they’ve been tracking everything closely. It appears folks in Edmonton are feeling…motivated.

“The decision from Ontario’s Court of Appeal is a win for common sense and for elected governments’ ability to make decisions in the public interest,” stated Alberta’s transportation minister Devon Dreeshen.

This angle isn’t fresh-the word among insiders is that Alberta has contemplated implementing similar measures as those taken by Doug Ford’s administration.

Meanwhile, cycling advocacy groups across both Ontario and Alberta have already started sharing strategies with each other. So yes-the discussion continues! This issue isn’t limited just to Alberta or Ontario; cities like Montreal, Halifax, Vancouver-you name it-are all grappling with their own debates about bike lanes!
