John Hamm, Former Premier of Nova Scotia, Passes Away

Former Nova Scotia premier John Hamm, the doctor from Pictou County who advocated for financial responsibility in the province, has passed away at the age of 88.

Known for his serious demeanor and gentle voice, he was first elected to the legislature in 1993 and served as Nova Scotia’s 25th premier from 1999 to 2006. He began with a majority government but transitioned to a minority four years later.

In a statement on Monday, Premier Tim Houston noted that Hamm “made an indelible mark on the lives of thousands of Nova Scotians.”

“I will remember Premier Hamm for his strength, his quiet dignity and for his determination to improve the lives of the people he served,” said Houston.

“At this difficult time, I send my most sincere condolences to his wife Genesta and their children John, Jeffrey and Jennifer, their families and to all who loved Premier John Hamm.”

Longtime Progressive Conservative organizer Chris Lydon started volunteering on Hamm’s 1998 election campaign and later worked in the premier’s office after Hamm formed government.

“He was completely devoid of vice and distraction, he was exceedingly kind, his bedside manner was obviously well learned in his former profession and translated really well to the hustings,” said Lydon.

‘A true gentleman’

Working alongside Hamm felt like a chance to be around someone “truly, uniformly great,” according to Lydon.

Hamm’s former chief of staff, Jamie Baillie, described him as “a true gentleman.”

“I never saw him lose his temper. I never saw him say an unkind word about anybody – not his most vicious political opponent or anyone who had let him down. He saw the good in people; he had a unique ability to bring that out in people; he was in many ways a very unique leader.”

The enhancement of the province’s community college system during Hamm’s time in office stands as one of his greatest contributions, according to Baillie.

“He was a big believer in the trades and what he loved about the Nova Scotia Community College was that it existed in so many small communities around Nova Scotia.”

A man who preferred milk

Away from elections and fiscal discussions, Hamm’s character might be best represented by one memorable photo opportunity: smiling politicians at Halifax’s Midtown Tavern back in 1996 with glasses raised for a toast.

However, unlike others present that day, he chose something other than beer.

“And lo and behold, what does John Hamm have to drink to connect with the good people and the blue-collar workers of Nova Scotia? A good solid glass of milk,” recalled former Quebec premier Jean Charest during a video tribute to him in 2006.

As Nova Scotians came to know over his lengthy political career spanning 13 years, both milk choices reflected his personality – just like the sweater vest he often wore under his blazer.

Holding onto traditional values tightly, Hamm opposed Sunday shopping because he believed families should spend time together on that day. Though he initiated a plebiscite in 2004 which resulted in narrow opposition against Sunday shopping hours; this ban was eventually overturned by court ruling two years later allowing retail shops open every day.

Additinally,, he ordered approximately one thousand video lottery terminals removed from bars as part of efforts aimed at reducing gambling addiction; although resisted total prohibition since such would push gambling underground where it couldn’t be monitored effectively.

Moreover, Hamm terminated public-private partnership (P3) school construction projects; arguing that “buy now pay later” approaches would burden future generations while reverting back into conventional publicly owned infrastructure models instead.
