Carney Critiques Previous Climate Strategy as Costly and Polarizing

Prime Minister Mark Carney shared his thoughts on the former Liberal government’s climate strategy in a video released on Tuesday, claiming the plan he took over was too costly and caused division. 

“In my judgment, that plan was not sustainable over the long term,” Carney stated in his second “Forward Guidance” video. “It would have been too expensive for Canadians. Canadians who are already struggling with affordability.”

He further mentioned that the plan “would have been too divisive for our country” and presented “an open opportunity for those people who wish to pull Canada apart both at home and abroad.”

As Carney moves away from Trudeau’s climate agenda, he recognized that emissions in Canada would be higher over the next few years than they might have been otherwise. 

“I promised you I wouldn’t sugar coat tough messages,” he said. 

Conservatives and others advocating for increased Canadian oil and gas exports have long contended that the climate initiative created under Prime Minister Justin Trudeau would impose excessive costs on families and hinder economic growth.

The Trudeau administration argued that initiatives like the consumer carbon tax returned more money to most Canadians through federal rebates than they paid, enhancing affordability. More broadly, the then government often emphasized that it was possible to protect the environment while boosting the economy.

Carney carefully noted that the Trudeau government’s climate approach he “inherited” was “well intentioned and suited for the times it was made.” 

But he said circumstances have changed.

“The certainties of the world of 2015 are long gone,” remarked Carney, referring to 2015 as the start of Trudeau’s decade-long tenure. “Our neighborhood hasn’t been this hostile since Canada was founded.”

“The world hasn’t been this unstable geopolitically since the end of the Second World War.”

In a statement, Conservative natural resources critic Carol Anstey pointed out that after a year in office, Carney has only videos to show Canadians with little concrete outcomes.

“Canadians don’t need Mark Carney’s forward guidance; they need the Liberals to get out of the way so Canadians can afford their lives again,” Anstey expressed.

Carney Predicts Emissions Increase

He reiterated what existing government climate emissions modeling indicates – Canada is straying further from its climate goals, with emissions likely being higher than previously predicted.

“The changes we have made will mean that our emissions will be higher in the next few years than they were projected to be under the previous government’s plan,” Carney explained.

This is largely because Carney’s administration has eliminated key components of Canada’s climate policy: namely, consumer carbon pricing and pollution caps on oil and gas operations.

The Carney government is also increasing liquefied natural gas (LNG) exports while supporting another pipeline project from Alberta to British Columbia.

Environmental groups are suing Carney’s administration in an effort to compel them to develop a climate strategy aimed at meeting Canada’s legally binding targets. Julia Levin from Environmental Defence Canada described recent decisions by Carney as ‘deeply irresponsible and cynical.’

“We can’t afford to restrain growth in an essential sector like oil and gas just for short-term goals,” he stated.

The government has yet to release a detailed outline of its new policies or expected emissions levels related to climate change initiatives. Young activists are taking legal action against Ottawa, urging courts to demand a compliant climate plan aligned with Canada’s legal commitments.

Citing concerns about Canada’s standing among other G7 nations regarding emission reductions- even noting how even former U. S. actions surpass Canadian efforts according to past members of Ottawa’s net-zero advisory board – raises alarms about current trajectories.

In an effort to define his government’s own stance on addressing high emissions levels, Carney acknowledged that “the climate crisis is still with us and our commitment to fighting it is still absolute.” 

However, he mentioned that Canada must address both security challenges alongside energy demands due primarily from conflicts involving Iran alongside Israel which disrupted traditional oil supplies through critical passageways like Strait Hormuz-essential points globally recognized within energy markets today.
