Public Feedback Requested on Cargill’s MZO Application

The Ministry of Municipal Affairs and Housing is asking for public feedback on a contentious Minister’s Zoning Order (MZO) application submitted by Cargill Limited.

The agricultural company filed a request in late 2025 to restrict sensitive land uses within 300 metres of its Exmouth Street grain terminal, along with a holding provision within 650 metres of the facility.

Concerns have been voiced about how potential residential developments in Sarnia and Point Edward might be impacted, while Cargill is worried that complaints about noise and dust could harm their operations.

Numerous groups and municipalities have sent letters supporting Cargill’s MZO application, as the facility contributes around 35 percent of Ontario’s grain capacity/export.

The request has also gained backing from the Minister of Agriculture, Food and Agribusiness.

“To help ensure decisions are made in a transparent manner and support government priorities, the ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision,” read a government notice.

Feedback will be collected until 11:59 p. m. on Friday, July 10.

The MZO planning justification report, along with a link to submit a comment, can be found on the Environmental Registry of Ontario website.
