The Ministry of Municipal Affairs and Housing is looking for public comments on a debated Minister’s Zoning Order (MZO) application submitted by Cargill Limited.

The agricultural firm put in a request in late 2025 to stop sensitive land uses within 300 metres of its Exmouth Street grain terminal, along with a holding provision within 650 metres of the location.

Concerns have been raised regarding how planned residential developments in Sarnia and Point Edward might be affected, while Cargill has voiced worries about potential noise and dust complaints harming their operations.

A number of groups and municipalities have sent letters supporting Cargill’s MZO request, as the facility represents around 35 per cent of Ontario’s grain capacity/export.

The request has also gained backing from the Minister of Agriculture, Food and Agribusiness.

“To help ensure decisions are made in a transparent manner and support government priorities, the ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision,” read a government notice.

Feedback will be collected until 11:59 p. m. on Friday, July 10.

The MZO planning justification report, along with a link to submit a comment, can be found on the Environmental Registry of Ontario website.
