Ontario has brought the matter of student financial assistance payments at private career colleges to the attention of provincial police following initial audit findings that raised “serious concerns,” according to a statement from the government on Tuesday.

Colleges and Universities Minister Nolan Quinn said in a statement that the ministry started targeted inspections of career colleges last year due to increasing worries about Ontario Student Assistance Program (OSAP) usage, and in August had KPMG begin an audit.

“While that work is ongoing, preliminary findings have identified serious concerns about the integrity of the OSAP system in the private post-secondary sector,” he wrote.

“These include common ownership, involvement from immigration services firms and co-location between private career colleges and immigration recruitment or immigration services firms, inadequate validation of students, verification of course enrolment and outcomes, as well as unusually high concentrations of OSAP applications submitted from similar geographic locations.”

As a result, the government notified the auditor general last week and has also referred this issue to the Ontario Provincial Police, Quinn noted.

The Canadian Press reported that total provincial grants sent to students at just seven career colleges for 2024-25 amounted to approximately $385 million, which is equal to what was allocated for students at all publicly funded colleges in Ontario.

Career Colleges Group Alerted About Suspicious OSAP Activity

Court documents reveal that Career Colleges Ontario, an association representing this sector and responsible for processing their students’ OSAP applications, has been alerting the province about potentially “suspicious” OSAP activities for years now, dating back to January 2023.

Meanwhile, while the audit continues, all OSAP payments for career college students have been paused by the government.

This situation has thrown uncertainty across the entire sector.

Typically during summer months, the ministry approves which schools can receive OSAP funding; however, news of this pause came when many academic programs were already underway.

Career Colleges Ontario stated that these approval delays are causing major disruptions for schools forced into making operational decisions without clear information or timelines; students are left unsure if they can afford to start or continue classes.

“We hope the government will introduce a policy that promptly addresses improper conduct and targets those who have acted wrongly,” said the association in a statement.

Delays Impact Students Across Various Programs

These delays affect not only institutions highlighted by Career Colleges Ontario but also established schools like Mothercraft which has provided early childhood education programs for years with an excellent compliance record according to executive director Michele Lupa.>

‘We’re still waiting on confirmation regarding our status as an eligible institution for OSAP,’ Lupa shared during an interview.’>

‘Naturally that’s quite concerning. We’re six weeks into term time with many students relying on OSAP support.’ So they’re understandably getting anxious – we feel it too.’ >

Mothercraft graduates around 125 new early childhood educators each year; these graduates hold particular importance right now as child-care initiatives expand under national affordable child-care plans accordingto Lupa.’ >

There’s also high demand currently seen among dental hygienists where first-semester student Daliah Gardoque finds herself caught up within her program’s own financial uncertainty at Toronto College Dental Hygiene & Auxiliaries. ’ >”This situation is incredibly stressful,” said Gardoque who initiated an online petition urging officials address current issues promptly. ‘I’m fortunate enough possessing some savings; however those funds won’t stretch beyond first semester , leaving me uncertain afterwards. A lot folks seem distracted from studying worrying whether its worth continuing since if no resolution appears soon , dropping out becomes increasingly likely’.”
