The companies shared on Tuesday that they’ll consider a “strategic collaboration to enhance local utility operations.”
Muni shareholders were driven by several important reasons to explore the merger, according to a news release. These include the opportunity for growth, rising demand for specialized skills, reliability, and defense against cybersecurity risks.
“Recent history has shown that proactive consolidation among similar local utilities can lead to better service delivery, improved operational efficiency, and long-term benefits for customers, communities, shareholders, and employees,” the release stated.
“The community’s need for increased hydro capacity has been building for more than a decade,” Tillsonburg Mayor Deb Gilvesy noted. “With Tillsonburg’s pace of industrial growth, our system has hit a critical point. We need to make key decisions now to secure the future and ensure that rates stay fair and sustainable.”

The town reports that addressing significant issues facing Tillsonburg Hydro would come with an expense of at least $29 million to be shouldered by its 8,600 customers.
If the collaboration goes ahead, Tillsonburg would gain ownership shares in ERTH Corporation-a municipal holding company that owns ERTH Power Corporation along with other non-regulated firms serving utility and municipal sectors. This would make Tillsonburg the second largest shareholder among ERTH’s ten investors. The merger would allow ERTH to serve around 33,000 customers across sixteen communities.
The release mentioned that merging could stabilize rates and cut costs while ensuring long-term stability and profitability; it would also provide Tillsonburg access to a wider pool of skilled professionals along with efficient emergency response tailored to local needs.
