The Town of Tillsonburg’s finance team and auditor have found no evidence of any wrongdoing by members of the Downtown Tillsonburg BIA (DTBIA) after claims were made in an anonymous letter shared on social media.

The town council expressed its trust in the group and labeled the letter, which alleged misappropriation of funds and poor record-keeping, as vexatious. This letter circulated online earlier this year.
The letter claimed that the BIA received e-transfers and cash for a sponsorship program in 2022, 2023, and 2024 without proper records, stating that the funds never reached the board. In response, Millard Rouse & Rosebrugh LLP, with help from Tillsonburg’s finance staff, conducted an audit on the organization.
“All payments made relating to the six businesses named (in the letter) were properly accounted for,” noted Councillor Kelly Spencer, who moved a motion at Monday’s council meeting to prepare a public statement summarizing the audit’s conclusions while reaffirming that the allegations in the letter were unfounded and reiterating confidence in DTBIA Management.

Spencer mentioned that not only was the letter false but it also caused various costs. He stated that council shouldn’t respond to anonymous accusations moving forward.
“Board members of the BIA shared with myself that they have spent countless hours on retrieving these transactions … this took away time, resources, opportunity, and costs from them,” said Spencer. “The harassment led to two board members resigning and kept the BIA from fulfilling its mandate.”
“The board chair and vice chair are accountants, and another board member is a financier for the Province of Ontario. We need to follow the policy of not responding to anonymity if we’re going to keep that policy.”
