First Nations in Ontario Complete Unique Impact Assessment

Two First Nations located in northwestern Ontario are letting a mining project proceed after finishing what they claim is the province’s first Anishinaabe-led impact assessment (ALIA) – but they’re neither fully endorsing nor opposing the development.

Cat Lake First Nation and Lac Seul First Nation kicked off the ALIA with First Mining Gold in 2023. Their evaluation emphasized Indigenous knowledge over conventional Western science when assessing the project’s potential impacts.

The Springpole Gold Project features an open-pit gold and silver mine along with an on-site metal mill approximately 110 kilometres northeast of Red Lake.

As per the Impact Assessment Agency of Canada (IAAC), this project aims for an ore production capacity of 65,000 tonnes daily over a decade.

The First Nations have given their consent for the project, contingent upon First Mining Gold meeting 35 specific terms and conditions.

They are now urging the Ontario government to assist in these negotiations.

“What we’d like [the province] to do is to change their approach on their critical metal strategy from confrontational to one of investment,” Wesley shared with Tuesday. “They’re confrontational with their policy – it’s this way or no way.”

Around 650 individuals reside in Cat Lake while more than 900 live in Lac Seul.

The First Nations believe that regardless of their stance on the project, it will likely be approved by the province anyway.

This is why they’ve chosen a position of “non-objection” toward the Springpole Gold Project, hoping to secure a benefits agreement along with $7.5 million collectively from both First Mining Gold and IAAC.

“This project is not supported because of the environmental concerns,” Wesley mentioned. “But that’s not to say that those concerns can’t be mitigated.”

However, when questioned by during a press conference in Thunder Bay Tuesday about how the province approaches development alongside First Nations – and his reaction to criticism from leaders regarding fast-tracked approvals through Bill 5 – Premier Doug Ford remarked that “we will always consult with First Nations communities.”

“They want their communities to be better, they want their kids to have a future. They want their kids not to be living on gas and natural gas. They want electricity transmission lines,” Ford explained.

“No matter what we do, they should be partners – and their lives are getting better because we’re stepping up to the plate.”

This Is Where It Gets Complicated

The main concerns for Cat Lake and Lac Seul regarding the Springpole Gold Project revolve around ensuring environmental protections, water safety measures, cultural preservation, socio-economic safeguards, economic involvement, and community healing processes.

“Together, we found that this project will interfere with our rights, laws, objectives, and sacred responsibilities to land and water, sacred sites, and our non-human relatives,” stated Lac Seul First Nation on Tuesday.

This said; if these nations formally oppose it outright; they fear losing out on benefits as well as protection measures they’ve been advocating for years.

Dan Wilton , CEO of First Mining Gold expressed gratitude for Cat Lake’s and Lac Seul’s effort put into ALIA via a statement released on Tuesday.

“We are proud to have supported this ground-breaking work.. We look forward to continuing our journey together,” Wilton noted.

In March 2024 , Cat lake successfully secured court injunction pausing construction related activities concerning temporary winter road leading exploration camp citing lack consultation before permits issued.

The moratorium placed December last year aimed allow proper consultations time within leadership council according statements made by Wesley.
